Investigation Commission Report: What Roles Did KP Sharma Oli and Ramesh Lekhak Play?

The report of the fact-finding commission on the Jan G Movement has raised significant attention regarding the roles of former Prime Minister KP Sharma Oli and Home Minister Ramesh Lekhak, especially after their arrests. The report, which leaked informally through media outlets before its official release, points to a government-led bias and criticizes that “despite having information on the security situation, appropriate actions were not taken in time.”
The report states, “Even after casualties occurred from gunfire on Bhadra 23 (Nepali calendar), there was no initiative shown by the then Prime Minister or any senior officials to control the shooting, and this negligence and inciting behavior resulted in extensive human losses.” However, the report has not yet been officially confirmed by the relevant authorities and remains publicly available only through media channels.
It is reported that the commission recommended action against KP Sharma Oli, Ramesh Lekhak, and then Inspector General of Police Chandrakuber Khapung equally, though Khapung has not been arrested. The report further emphasizes, “The grave responsibility for the use of lethal force (metal bullets) during anti-government protests lies with them and should be employed only under extreme necessity.”
Following the first Cabinet meeting on Friday, government spokesperson Sasmit Pokharel announced that a study committee will be formed within security agencies to implement the investigation commission’s recommendations. The committee’s suggestions, along with the commission’s recommendations on other matters, will be promptly enforced.
