Nepal Electricity Authority Initiates Selection Process for Electric Revenue Collection Service Providers

The Nepal Electricity Authority (NEA) has invited proposals from interested service providers to simplify the electric revenue collection process. Service providers will be required to provide a bank guarantee and will only be authorized to charge fees as stipulated by the Authority. In case of any disputes between the service provider and the Authority, a dispute resolution committee will be established under the leadership of the chairman of the board of directors. The NEA has requested proposals from firms willing to facilitate electricity revenue collection, aiming to make the process easier and more convenient. Proposals are invited from organizations that operate or intend to operate electronic payment systems to assist with revenue collection. The Authority has specified that service providers must have valid registration and renewal certificates, as well as a payment service provider license issued by Nepal Rastra Bank to conduct electronic transactions.

Proposals must include a self-declaration stating that the service provider is legally qualified. The Authority requires submission of a bank guarantee commitment letter, assurance that customers in remote areas can pay electricity bills via electronic means, and guarantees that the technology employed will ensure confidentiality and security of the Authority’s revenue data. Collected funds must be deposited into the bank account designated by the Authority. Additionally, service providers must demonstrate their capability to offer enhanced convenience through various communication channels for bill payments.

Each service provider must present details of at least five technically skilled professionals. Proposals should clearly outline the scope of operations. According to the Authority’s guidelines, customers paying up to NPR 500 in electricity charges will receive free services, while those paying between NPR 501 and NPR 5,000 may be charged a maximum fee of NPR 5 per transaction. Service providers are to set their charges based strictly on the fee structure determined by the Authority.
