Encroachment on Property of Saptari’s Treasury and Accounts Control Office Met with Municipal Indifference

Two kathha 14 dhur of land belonging to the Treasury and Accounts Control Office in Rajbiraj, Saptari, has been encroached upon, yet Rajbiraj Municipality has shown no interest in addressing the issue. Although the Office sent a letter on January 14 urging the removal of the illegal structures, the municipality has yet to initiate any formal process. Acting Mayor Israt Parveen confirmed receipt of the letter and stated that the municipality will soon reach a decision on the matter.
The encroachment concerns land adjacent to Netachowk in Rajbiraj, the capital of Saptari, where the Treasury and Accounts Control Office is located. Despite repeated requests by the office to vacate the land, the Rajbiraj Municipality has not taken necessary action. More than three months have passed since the office first notified the municipality to remove the encroached buildings, and following a lack of response, the office has reiterated its request.
According to a decision dated December 7, 2025 BS (circa December 22, 2062 AD), ownership of the land remains with the Treasury and Accounts Control Office. On January 14, 2024, the office again communicated with the municipality, requesting the removal of the encroachments. However, the municipality has yet to initiate removal procedures. Manojkumar Sunuwar, head of the office, sent a follow-up letter last Wednesday emphasizing the need to expedite legal action.
The land in question is parcel number 90 in former Ward No. 7 (now Ward No. 6) of Rajbiraj Municipality, totaling 6 kathhas 6 dhur under the office’s name. Of this, 2 kathhas 14 dhur have been encroached upon since 1998 by the late Jagdish Jhale, who constructed buildings there. The letter sent to the municipality under dispatch number 272 stated that investigations by the former Commission for the Investigation of Abuse of Authority and the Commission for the Investigation into the Abuse of Authority directed protection of the government property. Based on this, a meeting chaired by Chief District Officer Tuvaraj Pokharel also resolved and forwarded necessary documents to the municipality. Despite more than four months passing, no response has been received from the municipality. Acting Mayor Israt Parveen confirmed receipt of the letter and informed that the municipality will convene soon to make a decision on the issue.
