Speaker Aryal Commits to Amending Constitution Based on New Generation’s Aspirations and Changing Circumstances

Speaker of the House of Representatives Dol Prasad Aryal has expressed a commitment to amend the constitution in accordance with the sentiments of the new generation and the evolving circumstances. Speaking at the 9th District Assembly and Review Program of the District Coordination Committee held in Kavrepalanchok, he stated that laws would be enacted and necessary constitutional amendments made by addressing the emerging needs. At the event on June 4 in Kavrepalanchok, he said, ‘For many years, the people did not feel the presence of the state; even after the constitution was promulgated, essential laws could not be enacted, and justice was elusive. Now, constitutional amendments will be made based on the sentiments of the new generation and the changed current context.’
Speaker Aryal referred to Article 56 of the constitution, which defines the federal, provincial, and local levels as the three tiers of government, emphasizing, ‘The true test of federalism is not at Singha Durbar but in the delivery of services at the local level.’ He highlighted that transforming the rights, responsibilities, and opportunities granted to local governments into tangible benefits directly experienced by citizens is a shared responsibility.
While debates continue regarding the role, effectiveness, and relevance of the District Coordination Committees in the practice of federalism, he stressed the need to strengthen and make these committees more effective at the district level in a timely manner to realize the constitutional vision of coordination, cooperation, and common development. ‘Constitutional amendments or reassessment of the federal structure can be subjects of future democratic debates, but currently, it is our primary duty to effectively implement the roles assigned by the constitution,’ he added.
The program also saw the presence of House of Representatives members Badan Bhandari, Madhu Chaulagai, Dr. Ram Lama, and Bagmati Province members Laxman Lamsal, Ratna Dhakal, and Ruku Chaulagai. Thirteen local governments were honored for their outstanding performance in various fields during the event.
