Former Minister Bal Krishna Khand and 22 Others Found Guilty in Fake Refugee Case

The Kathmandu District Court has found 23 accused individuals, including former Minister Bal Krishna Khand and Topbahadur Rayamajhi, guilty in the widely publicized fake refugee case, an official from the court confirmed.
Judge Tej Bahadur Khadka’s bench delivered the verdict recently, according to court information officer Shiv Khatriwada.
“Seven individuals have been acquitted, while the remaining have been declared guilty,” he stated.
Sentencing is yet to be determined. “The next hearing for sentencing is scheduled for Ashar 29,” added Khatriwada.
He also confirmed that Ramsharan KC, Tankkumar Gurung, Sandip Rayamajhi, Pratik Thapa, Laxmi Maharjan, Keshav Tuladhar, and Ashish Budhathoki were acquitted.

On Jestha 10, 2080 BS (May 24, 2023), the District Government Attorney’s Office in Kathmandu filed a case against 30 individuals in the fake Bhutanese refugee scandal.
Charges included forgery, offenses against the state, and organized fraud.
The claim for damages in this case amounted to NPR 288.1 million.
Earlier, based on the police investigation report, the government attorney’s office formed an eight-member team.
Police had recommended filing charges against 33 suspects in connection with the fake Bhutanese refugee case.
The Kathmandu Valley Crime Investigation Office recommended recovering a damage amount of NPR 275.57 million.
The accused include two former ministers, a sitting secretary, senior government officials, and individuals associated with the ring, who allegedly defrauded Nepali citizens by falsely labeling them as Bhutanese refugees to be sent to the United States.
