Kremlin spokesperson Dmitry Peskov stated that Russia is still open to negotiations with European countries. He emphasized that Russia has never sought to sever ties. Speaking to journalists, Peskov said, “Russia is open to dialogue; we have never initiated a breakup of relations.”
