Nepali Congress Decides to Draft Proposal Based on Suggestions for Constitution Amendment

The Communist Party of Nepal (Unified Marxist-Leninist) has decided to draft a proposal based on the suggestions received for amending the constitution. The party’s sub-committee has begun collecting necessary suggestions to strengthen the federal democratic republic and governance system. In a meeting chaired by coordinator Agni Prasad Kharel, it was agreed to prepare the constitution amendment proposal based on facts, reasoning, and justification. The CPN-UML has formed a task force to work on the constitution amendment suggestions and is actively engaged in this process. A meeting of the sub-committee, established to prepare proposals relating to constitutional review and to collect amendment suggestions, was held on Wednesday at the party’s central office in Chyasal. Under the leadership of coordinator Kharel, the meeting resolved to draft a constitution amendment proposal based on the received suggestions.

Mahesh Bartoul, member secretary of the constitution amendment suggestion task force, provided details on the matter. According to him, the meeting on Wednesday discussed classifying the received amendment suggestions thematically and preparing proposals grounded in facts, reasoning, and justification. It also reviewed the experiences, achievements, and practical challenges encountered so far in the implementation of the constitution.

Discussions were held on identifying necessary topics for constitutional amendment and studying them from political, constitutional, administrative, and legal perspectives, Bartoul stated. He added that the methods and processes for collecting suggestions from political parties, constitutional bodies, subject experts, legal professionals, administrative sectors, civil society, and stakeholders were also discussed. Present at Wednesday’s meeting were sub-committee coordinator Kharel, member secretary Bartoul, Ramesh Badal, Tikram Bhattarai, Rajendra Ghimire, Amar Thapa, and former Law Minister Madhav Prasad Paudel as an expert.

Bartoul said that suggestions are being gathered to reinforce the federal democratic republic and the governance system established by the current constitution.
