Ceuta Migration Crisis: Rare Dispute Between Spain and Italy Impacts EU and NATO Member States

Following a large influx of migrants entering the Spanish autonomous city of Ceuta from Morocco, Spain has imposed new strict controls on air and sea travel from Italy.
The new border control measures have sparked a rare dispute among European Union (EU) and North Atlantic Treaty Organization (NATO) member states.
Madrid’s regulations, set to last one month, apply not only to third-country nationals arriving via Italy to Spain but also to Italian citizens themselves.
After thousands of migrants crossed from the Moroccan coast into Ceuta, Italy last week imposed border restrictions on third-country nationals entering its territory via Spain.
In response to Italy’s restrictions, Spain announced it would take equally stringent reciprocal measures.
Spain called on Italy on Friday to reverse its border control decision by Sunday.
Rome has announced that the border controls will remain in effect at least until August 15 and has already indicated it expects another wave of migrants to arrive in Ceuta.
The crisis has led to a direct confrontation between Spain’s Socialist Prime Minister Pedro Sánchez and Italy’s right-wing Prime Minister Giorgia Meloni, a tough advocate of strict immigration policy within the EU.
How Did the Dispute Begin?

There is no land border between Spain and Italy. However, Italy has temporarily suspended the ‘border-free’ Schengen travel arrangement for migrants entering Italy via Ceuta.
Madrid argued that migrants who have reached Ceuta have no legal basis to enter the Schengen zone and labeled Italy’s decision as unfounded.
Italy rejected any warnings from Spain and declared it will not reconsider the suspension of Schengen entry for non-European nationals arriving from Spain until the country gains full control over security and terrorism risks.
Italian officials said local authorities are making every effort to ensure the smooth passage of travelers coming from Spain and other European countries.
Rome also reaffirmed that Spanish citizens are exempt from additional checks, and that enhanced scrutiny applies only to non-European nationals.
Spain’s leading newspaper El País reported that passengers arriving from Spain are subject to separate lines at airports for checks, resulting in long queues.
In response, Madrid confirmed that passports, nationalities, and visas of Italian and other foreign travelers will be thoroughly checked, describing these measures as a reaction to the “ongoing irregular migration pressure.”
Spain stated that these controls will remain in place until September 7, but the period may be extended depending on circumstances.
Finland and Denmark Side with Italy

The temporary suspension of the Schengen agreement is not a new development. Italy has also maintained similar controls on its border with Slovenia.
Finland and Denmark have supported Italy’s decision to suspend Schengen travel for one month.
The Czech Republic has even suggested temporarily suspending Spain’s EU membership.
Most migrants who arrived last week in Ceuta were returned within a few days.
However, about 1,400, including unaccompanied minors and some young children, remain in Spain.
Spain has yet to officially declare a second wave of migrants from Morocco. Nonetheless, plans for a renewed entry have surfaced on Moroccan social media, reports Spain’s El País newspaper.
The Spanish Prime Minister’s office has stated the situation is under continuous monitoring and that a repeat of last week’s circumstances is unlikely.
The reasons why thousands of migrants tried to enter Ceuta simultaneously remain unclear. The EU’s Migration Commissioner has suggested the involvement of criminal groups spreading disinformation, a view supported by the Spanish government.
