Chief of the Commission and Rabi Lamichhane Speak on the Issue of ‘Detention’ at the Prime Minister’s Office

Chief Commissioner of the Commission for the Investigation of Abuse of Authority, Prem Kumar Rai, and Ravi Lamichhane, Chairman of the ruling National Independent Party (RASWAPA), have expressed their views regarding the issue of summoning commission officials to the Prime Minister’s Office to pressurize them to file cases related to the passport contract scandal. The summoning of commission officials became the focal point of discussion during the Thursday meeting of the House of Representatives’ State Affairs and Good Governance Committee.

Although RASWAPA Chairman Lamichhane was reluctant to speak before the committee, he responded citing a “moral responsibility” due to his party being in power. He stated, “Obstructing investigation and prosecution itself constitutes a crime.” He also assured that no pressure had been exerted on the commission.

The Prime Minister’s Secretariat faced significant backlash after it was revealed they summoned officials, including the passport department head, to exert pressure on them to “arrest and file cases.” Prime Minister Balen commented, “It is necessary to investigate thoroughly if there is misuse of government property and funds.”

Commission Chief Rai said, “Officials can be called for discussions or to seek suggestions.” He also provided information on the reasons behind the commission filing cases and clarified matters related to the Bhutanese refugee and Widebody aircraft procurement cases.
