September 21, Kathmandu – The government has decided to establish a center dedicated to software development and operations. The decision was approved in a cabinet meeting held on September 9, based on a proposal from the Office of the Prime Minister and Council of Ministers. This move comes in accordance with the Software Development and Operations Committee (Formation) Order, 2083 BS, which mandates the establishment of the center.
The planned center aims to develop, upgrade, and maintain software used across public agencies to facilitate information technology-based public service delivery. The committee will be responsible for setting policies and programs for the center, providing necessary guidance, and coordinating activities.
Additionally, the committee will oversee the supervision of all software development, enhancement, and maintenance activities conducted by the center. For this purpose, a six-member committee has been formed, chaired by the Secretary overseeing administrative affairs at the Office of the Prime Minister and Council of Ministers.
The center will employ a total of 30 personnel, including various first-class gazetted officers serving different roles. Its main office will be located within the Kathmandu Valley.
According to the order, the center will be tasked with developing, upgrading, and maintaining software based on the demands of public entities. This includes managing software systems developed in-house as well as enhancing and maintaining legacy software systems received from various public organizations.
Furthermore, the center will provide 24-hour technical support for the software systems it develops. It will also prepare Software Requirement Specifications (SRS) and technical specifications for digital infrastructure to deliver improved IT services effectively.
