Questions Raised Following Release of Videos Involving Rape Accused and Victim’s Relatives Meeting Home Minister

After videos showing various scenes involving the accused and the victim’s family in a case of alleged rape and murder of a young girl in Bara surfaced on social media, concerns have been raised about serious violations of privacy rights. Leaders from both ruling and opposition parties in Parliament have expressed their objections. A former commissioner of the National Human Rights Commission stated that releasing such videos breaches confidentiality and violates human rights principles. The Nepal Police are investigating the incident of the video being leaked despite the accused being in their custody, and the Chief District Officer (CDO) of Bara confirmed that one individual involved in the leak has been arrested.

Following a tripartite agreement reached with the government on Saturday night, the victim’s family conducted the funeral rites for their daughter, and protest programs were called off, according to officials. Police have stated that the investigation is ongoing and nine suspects have been arrested in connection with the case. A statement by a teenage suspect in police custody that went viral on social media has sparked widespread public outrage.

Speaking with the BBC on Monday afternoon, Bara’s Chief District Officer, Dharmendra Kumar Mishra, said, “After identifying the direct involvement of one police personnel, disciplinary action has been initiated. This is a highly sensitive case, and we maintain zero tolerance.” He added that investigations are ongoing to identify others involved in the production and dissemination of the video, and further action would be taken accordingly. Deputy Inspector General of Police, Avinarayan Kafle, also confirmed that an investigation is underway.

The tripartite agreement between the government and the victim’s family includes the formation of a seven-member parliamentary committee tasked with reviewing and proposing amendments to the legal provisions concerning rape-related offenses and punishment within seven days. The victim’s body, who had been missing from Jitpur Simara since Shrawan 31, was found on Bhadra 2. There has been a strong demand for strict action against all individuals involved in this heinous crime.
