Dulal: Major Goals Cannot Be Achieved Through Mere Incremental Reforms

Yubaraj Dulal, Chief Coordinator of the Nepal Communist Party, emphasized that policy and programs must include a clear political objective of establishing a socialist-oriented economy in accordance with the spirit of the constitution. He noted that the commitment to build an equitable society based on proportionality and inclusion has been overlooked in the policy frameworks.

Dulal acknowledged that the government’s goal of creating a prosperous nation through good governance, efficient public service delivery, and equitable distribution is positive. However, he stressed that the ideological foundation and concrete plans to achieve this must be clearly articulated. Despite the government’s targets of generating 30,000 megawatts of electricity within 10 years and maintaining an average economic growth rate of 7 percent, Dulal observed a lack of solid basis for meeting these objectives.

As Chief Coordinator, Dulal pointed out that the government has not given sufficient attention to the country’s forest areas and mineral resources. He advocated moving beyond external concepts like carbon trading, and instead focusing on the extraction and utilization of domestic mineral resources such as uranium, granite, marble, iron, and petroleum to strengthen the national economy.

“There are insufficient sector-specific programs to support these slogans. Simply implementing basic legal and structural reforms is not enough to achieve such ambitious goals,” Dulal remarked. He also called for arrangements and insurance mechanisms to address the damage caused by wildlife such as monkeys and porcupines in the agriculture sector.
