If the pot is shifted partially out of the circle, heat does not reach it effectively, increasing cooking time. Hence, it is important to place cookware centrally within this circle for faster cooking.

The induction stove’s biggest advantage is energy efficiency, and the circular mark plays a big role in electricity savings. When cookware of the correct size is positioned inside this circle, approximately 90 percent of the energy is directly used to heat the pot. This prevents unnecessary heat loss and reduces electricity bills. Using cookware that is too small or too large causes uneven heat distribution, wasting energy and potentially lowering the stove’s efficiency over time. For safety, sensors in the induction stove detect whether the pot is correctly placed. If the cookware is removed or wrongly positioned, the stove can automatically shut off, reducing the risk of accidents. Correctly placing the pot also extends the life of the stove by reducing stress on the external and internal electrical components. This prevents overheating and helps the stove last longer. Suryodaya Municipality has decided to eliminate the minimum support price for tea and will request the federal government to regulate the pricing. Instagram has introduced a new feature allowing users to edit their comments within 15 minutes of posting. This long-awaited edit option enables users to easily correct errors in their comments. Renowned Biska Jatra Begins Today in Bhaktapur

The famous Biska Jatra in Bhaktapur commences today. This festival holds significant cultural and historical importance in Bhaktapur and is believed to have originated during the Licchavi era. The Biska Jatra spans nine days and eight nights, prompting strict security measures.

Kathmandu, 27 Chaitra – The celebrated Biska Jatra, observed over nine days and eight nights, begins today in Bhaktapur. The festival starts with the chariot procession of Bhairav and Bhadrakali four days before Nepali New Year, Bikram Sambat 1st of Vaisakh, and concludes on Vaisakh 5th. Historically and culturally vital, the Biska Jatra has been celebrated since the Licchavi period.

The festivities begin at Taumadhi square in front of the five-story temple with the chariot procession of Bhairav and Bhadrakali, followed by various events throughout the nine days. On the first day, from the courtyard of the five-tiered temple, residents of Quane and Thane pull the chariot of Bhailakh using five ropes at the front and four at the back towards their respective neighborhoods. The main highlight is the tug-of-war competition involving Bhailakh. The tugging route extends towards Tamari, Buluncha, Ghatkha, Nasamna, Mulakhu, Banshgopal, and Tekhaphukhu from the Quane side, and towards Quachen, Sakotha, Sukuldhoka, Gomari, Inacho, and Dattatraya from the Thane side.

The second day of the festival is observed as a day of rest. On the third day, at Gahiti, a buffalo sacrifice is offered to Bhairavnath, followed by a government-led ritual organized by the Guthi Institution. The meat from the sacrifice is distributed to residents of Lakulache, locally called ‘Syahkwahtyahkwah,’ as prasadam. On the fourth day, in the morning at Kumale Tole in Talakwo, a handless lingam called Lhamaru Mh Yasindyo is erected, and in the evening, a tantric ritual called Dashakarma is performed to erect a 55-hand-long lingam at Bhelukhel, Lysingkhel. The tradition of erecting Yasindyo forms another major attraction of Biska Jatra.

On the night of Yasindyo’s erection, the Navadurga deities gather and a special Dumaju worship is conducted at Taleju Temple. Following the installation of Yasindyo, the local Barahi Devi’s Timpwa Jatra and Indrayani Devi’s Twariba Jatra are celebrated. On the fifth day, which coincides with New Year’s Day, Vaisakh 1st, devotees flock to Chupingghat and Lysingkhel from early morning. Traditional musical instruments are played across neighborhoods, and people wear customary attire to offer worship and visit Bhairav, Bhadrakali, Betal, and Yasindyo.

The sixth day celebrates the chariot festivals of Mahakali and Mahalaxmi. The seventh day features the Brahmayani and Maheshwari Jatras at Tachpal. On the same day, Batukbhairav and Jatha Ganesh Sindur Jatra occur at Talakwo, while the Pardeshi Bhimsen’s Khat Jatra is held in Khal. On the eighth day, the powerful deities of Bhaktapur are brought out from their shrines and placed in courtyards, halls, and resting places where they are worshipped with various offerings, known as Dyo Swang Puja (Saguna Jatra).

The final day of the festival includes the dismantling of the Lhamaru Mh Yasindyo at Kumale Tole in Talakwo in the morning, concluding the Biska Jatra celebrations.

Dispute Delays Selection of Parliamentary Party Leader in Congress

Two weeks after the oath-taking ceremony of the House of Representatives members, the Nepali Congress has still not been able to select its parliamentary party leader. Party President Gagan Kumar Thapa’s attempt to appoint a consensus leader has been delayed due to disagreements between Arjun Narasingh KC and Mohan Acharya. KC was relieved from the chairmanship of the parliament after the Speaker election held on Falgun 22 (March 6).

The Congress stated that KC plans to advance the parliamentary party leader selection process only after fully stepping down as Speaker. The party had formed an election committee under the coordination of General Secretary Prakash Rasaili ‘Snehi’ on Chaitra 24 (April 7) to proceed with the leadership selection. However, the committee did not advance the process, and no official notification was released under Rasaili’s leadership.

President Thapa mentioned that discussions are ongoing to appoint the parliamentary party leader by consensus, which led to the Rasaili committee refraining from moving forward and postponing the election scheduled for Chaitra 24. A Congress leader noted, “President Thapa wants to appoint Arjun Narasingh as the unanimous party leader; otherwise, he won’t be made leader. Arjun Narasingh is also willing to contest the election. This has caused delays in selecting the party leader.” Another senior leader attributed the delay to efforts for consensus.

“Delays have occurred due to attempts to block Arjun Narasingh, appoint another candidate, and then secure consensus on that candidate,” the leader said. “A decision will be reached within Chaitra (April).” According to a party official, both President Thapa and Deputy President Bishwaprakas Sharma are reluctant to have KC as the leader. However, pressure from lawmakers has boosted KC’s morale. The official said, “Neither Gagan nor Bishwajeet want KC as leader, but many parliamentarians believe KC should lead, raising his confidence.”

It is understood that the non-establishment faction within Congress is encouraging KC to expose President Thapa. A general secretary said, “It seems there is an effort to expose Gaganji. Leaders like Purnabahadur Khadka and Dr. Shekhar Koirala are personally supporting KC to become party leader.” President Thapa, on the other hand, prefers Mohan Acharya, a directly elected lawmaker from Rasuwa, as the party leader. However, Congress leaders reported that consensus around Acharya’s name has not been achieved.

A senior leader commented, “Though Mohan Acharya is the President’s favored candidate, he cannot secure consensus. Regardless of party president, efforts will be made to elect a leader by consensus.” Similarly, proportional representation MP Bhishma Raj Andembe, elected as a general secretary in the 14th General Convention, is also interested in becoming the parliamentary party leader. Three days ago, Congress leaders met with KC to discuss consensus, where KC requested the creation of a conducive environment for his uncontested leadership and cautioned that he would run as a candidate if such support was not fostered.

Sources indicate the non-establishment group is likely to assist KC in becoming the party leader. KC has asked President Thapa to appoint him as the unanimous party leader. However, the party’s parliamentary history indicates no consensus leader has been selected since 2007 BS (1951 AD). Accordingly, this time as well, leader selection is expected to proceed by vote. For the parliament formed after the 2079 BS (2022 AD) general election, Congress had initiated a voting process for leader selection. In the election held on Falgun 21 (March 5), candidate nominations were signed by both President Sher Bahadur Deuba and Gagan Kumar Thapa — Deuba signing the proportional representation list, Thapa approving direct election tickets.

Of the 38 MPs elected through both direct and proportional representation systems, the establishment faction dominates direct seats while non-establishment members hold more proportional representation seats. Sources say the establishment faction counts 16 MPs and the non-establishment faction 22 MPs. Among them, 15 MPs are close to outgoing President Deuba and 7 align with Koirala. However, recent internal divisions have complicated the exact determination of MP affiliations.

Trump Clarifies There Is No Agreement with Iran on Regulation of Hormuz Strait

An Open Letter to Finance Minister Wagle on Nepal’s Planned Development and Budget Process

The implementation of the National Project Bank and Project Classification Criteria in Nepal’s planned development and budget formulation processes is expected to bring significant changes to the budgeting procedure. For economic prosperity, it is essential to effectively deploy financial instruments such as public-private partnerships, loans, grant-mixed loan investments, and project bonds. The restructuring and capacity enhancement of institutions like the Municipal Development Fund, Infrastructure Development Bank, and Nepal Investment Board are imperative for infrastructure development. The Government of Nepal extends its heartfelt congratulations and best wishes for a successful tenure to Honorable Finance Minister Wagle. It is anticipated that under your leadership, Nepal will progress towards achieving planned development, improved budgeting, infrastructure advancement, and overall prosperity.

Nepal’s first Five-Year Plan, initiated in 1956 (2013 BS), targeted an investment of NPR 33 million, whereas the seventh plan set an investment target of NPR 2.9 billion. Until 1990 (2046 BS), development projects heavily relied on internal resources and foreign grants, with combined internal and external loans amounting to approximately NPR 7 billion. March 10, Kathmandu: Prime Minister Balendra Shah removed Dipak Kumar Sah from the position of Minister for Labor, Employment, and Social Security on Thursday. This decision followed a recommendation by the Rastriya Swatantra Party (Raswapa).

Raswapa Chairperson Ravi Lamichhane recommended Sah’s dismissal, accusing the minister of abusing his official position while in office.

The party’s action came after reports surfaced that Sah’s wife, June Shrestha, had been actively participating in the Health Insurance Board’s affairs despite being inactive for an extended period, leveraging her power and influence.

June Shrestha is an ophthalmologist appointed to the Health Insurance Board by then-Health Minister Mohan Bahadur Basnet in December 2023 (Mangsir 2080). Initially, she attended meetings regularly but ceased participation from mid-December 2024 (1 Poush 2081) onward without officially informing the board.

Board officials repeatedly requested her attendance. In September 2024 (Bhadra 2081), Shrestha and her husband went to the UK for study purposes.

Meanwhile, Board Chairperson Chandra Bahadur Thapa Kshetri raised concerns citing the Insurance Act’s provision that automatically suspends members missing three consecutive meetings. After she missed eleven meetings, the board formally requested the Ministry to take disciplinary action.

According to high-ranking health ministry sources, June Shrestha was appointed by Health Minister Nisha Mehta. Following widespread allegations of misusing power on social media, ministry and board officials chose to remain silent.

The Health Insurance Act 2074, Section 25(1), states that failure to attend three consecutive board meetings without informing the board results in suspension. The post of the chairperson, member, or executive director then becomes vacant.

On April 17, 2026 (4 Baishakh 2082), then-Executive Director of the Insurance Board Dr. Raghuraj Kafle issued a letter to the Health Ministry seeking enforcement of these provisions.

The letter noted, “From 1 Poush 2081 to the current period, from the 4th to the 14th board meetings, Ms. Shrestha has been continuously absent, adversely affecting the board’s meetings and decision-making process.”

Board officials noted that Ms. Shrestha was a central figure, and the board required an active member at the time.

“The board officials urged her to return; when this failed, the ministry was asked to take formal action,” a board member stated. Despite these efforts, she did not resume participation.

Due to her physical absence, June Shrestha’s membership was declared vacant, and her name was removed from the board’s official website.

In the federal elections of February 2025 (21 Falgun), Dipak Kumar Sah secured a ticket from Raswapa and won by a large margin from Mahottari-2. He and his wife returned to Nepal just a few months prior.

June made multiple attempts to be reinstated as a board member, but board officials rejected these efforts. “She wanted to return citing remaining tenure, but the chairperson and some members opposed her. She did not attend meetings thereafter,” a board member revealed.

Reappointment Initiated by Health Minister

Dipak Kumar Sah was appointed Labor Minister on March 27 (13 Chaitra). At that time, Nisha Mehta was Health Minister. Subsequently, attempts to reinstate his wife on the board gained momentum under claims of power and influence.

A senior Health Ministry official disclosed that Minister Sah pushed to reinstate June as a board member, with Health Minister Mehta approving and issuing the appointment letter.

June Shrestha was then invited to the board meeting on March 26 (23 Chaitra) as a member. Despite her membership being declared vacant, she unexpectedly attended the meeting, with the board members remaining silent and not questioning her presence. The meeting, which started at 5 PM, lasted until 8 PM.

An attending board member confirmed, “She attended as a board member; we had no questions, and the discussion went on for about three hours.”

Following her participation in the meeting where her position was officially vacant, media reports surfaced. The controversy around her reappointment gained traction on social media, leading June to publicly deny the claims.

On social media, she asserted that she had no connection to the news about her reappointment and was unaware of any nomination letter. “I have no relation to the reports regarding my Health Insurance Board membership nor have I received any official nomination letter,” she clarified.

Health Minister Nisha Mehta was absent at a program that involved Health Ministry and Insurance Board staff, citing prior commitments.

June also shared on social media a copy of her original appointment letter dated 2080, stating, “My appointment as a Health Insurance Board member was valid for four years until 2084. The current reappointment is beyond my knowledge and I have not received any formal communication. Therefore, the reappointment news is misleading and I regret it.”

She explained that with her educational background in health insurance, she sought to continue as a member upon returning from London 100 days ago and had notified the Health Ministry of this intention.

However, senior Health Ministry sources noted that the appointment by Minister Mehta sparked controversy, with widespread allegations of power misuse on social media. Ministry and board officials maintained silence amid the uproar.

Attempts to Secure Ministerial Position by Altering Meeting Minutes

As the ministerial post became precarious, Sah adopted another strategy—attempting to delete his wife’s name from the board meeting minutes where she was recorded as participating as a member.

To this end, Minister Sah reportedly met several board members. According to senior sources, he visited Bir Hospital at 9 AM on Tuesday. “She (June) was included as an invited expert, and another set of minutes was signed,” the source said. “Some members signed; others did not.”

On Wednesday, the tenth anniversary of the Health Insurance program was celebrated with a significant event organized by the Insurance Board, where Minister Sah was invited as the chief guest.

Health Minister Nisha Mehta was absent due to work commitments at the event involving Health Ministry and Insurance Board personnel.

Speaking for about 15 minutes, Sah expressed strong dissatisfaction with the work style of the Health Ministry and its staff, criticizing the ministry, Insurance Board, hospitals, and health workers, conveying frustration toward the government’s program.

He urged the Health Insurance Board and Health Ministry to engage in self-reflection.

Sah placed responsibility for the program’s weakening on the Health Ministry and suggested that if the ministry could not manage the insurance, it might have to be handed over to the Labor Ministry under his jurisdiction.

He also recommended restructuring and requested a framework from the Health Ministry. After the controversy surrounding his wife intensified, Sah sharply criticized both the board and the ministry.

On Thursday, the decision was finalized to remove Minister Sah from office, citing misuse of his official position while in power.

In an online statement, Sah said, “I was neither informed nor consulted. I learned of the decision just before the news broke. What did I do? The ministry appointed my wife; that is the only fault I have. I am somewhat saddened by this.”

Efforts to Repatriate ‘Corrupt Money’ from Swiss Banks: Challenges and Realities

A minister from the government led by Prime Minister Balendra Shah expressed interest in repatriating funds suspected to have been amassed through corruption in Nepal and hidden in Swiss banks, sparking renewed discussions on this topic.

Reports about substantial sums held in Swiss banks under Nepali names occasionally surface in media, with widespread speculation that these funds may be proceeds of corruption.

Some experts suggest that while such funds may exist, much of the relevant information rests with Swiss authorities, making the process of recovering these assets difficult. Conversely, others believe that with sufficient political will, repatriation could be achievable.

On Wednesday, Home Minister Sudhan Gurung requested collaboration from the Swiss Ambassador to Nepal for investigations related to this issue. According to his secretariat, Gurung urged Swiss Ambassador Daniel Muehlebach to initiate efforts to retrieve any funds determined to have been amassed illegally.

Experts note that since the 1990 People’s Movement of Nepal (BS 2046), there have been ongoing discussions about Nepali funds in Swiss banks, but substantial investigations or punitive actions remain limited.

In 2019, investigative journalism center ‘Khopke Nepal’ reignited the debate by publishing a detailed report citing Nepali money in Swiss banks.

“It is a popular claim, especially as expressed by the minister, but practically it is neither simple nor necessarily feasible,” commented Shiv Gaule, editor of Khopke Nepal at the time of the report’s publication.

Bimal Wagle, a former Nepal government secretary and commentator on governance, states that the success in recovering such assets depends greatly on the seriousness of the government’s efforts.

“The public places great expectations on this government, and this issue is undoubtedly among them. If approached earnestly, given Nepal’s status as a party to multiple international conventions, investigations and enforcement could be facilitated in certain cases.”

Are There Nepali Funds in Swiss Banks?

Although opinions vary on the likelihood of repatriating money from Swiss banks, several knowledgeable sources interviewed concur that there is substantial indication that Nepali funds are held there.

Journalist Shiv Gaule notes that Khopke’s research disclosed significant amounts deposited in Swiss banks by Nepalis.

The 2019 report revealed that Nepali nationals held approximately NPR 3.584 billion in Swiss banks.

“The research established that Nepali money does exist in Swiss banks,” he stated. “Interestingly, the deposits increased during Nepal’s Maoist insurgency period, specifically from 1995 to 2007 (BS 2052 to 2064).”

Hari Bahadur Thapa, a writer and journalist who has commented on governance, recalls that this issue has been raised since the 1990 People’s Movement.

“Initially, documents circulated about amounts held by individuals such as Pamphadevi Thakurani during the 1990 uprisings, with speculation that these belonged to the then Queen Aishwarya. Newspapers covered these topics, followed by major investigative reports by Khopke,” he said.

However, a recent Nepal Trust report notes that attempts to trace foreign assets of the ex-King Birendra and his family have not uncovered any movable or immovable property to date.

“Further investigation is costly and budget constraints have hindered progress,” reads a 2024 BS (1967 AD) asset documentation archive.

Narbahadur Thapa, former executive director of Nepal Rastra Bank, comments that in countries with poor governance and corruption, rulers often embezzle public funds and stash or invest them abroad — a perception prevalent among the public as well.

“In Nepal too, the narrative that Rana rulers, kings, and others kept such funds overseas is widespread, fueled further by tax evasion and hawala transactions,” he adds.

Officials from the Commission for the Investigation of Abuse of Authority (CIAA) acknowledge indications of corrupt funds being transferred abroad but say they are unaware of any confirmed deposits in Swiss banks.

“Based on the information we have, it is not yet confirmed whether the funds are in Swiss banks or not,” said CIAA deputy spokesperson Ganesh Bahadur Adhikari.

Investigation

Writer and journalist Hari Bahadur Thapa notes that although this matter has resurfaced intermittently, investigations remain weak.

“Proper investigative measures have not been undertaken,” he remarked.

Journalist Shiv Gaule shared his experience that Swiss banks sometimes provide certain information.

“Other stakeholders should assist as the Home Minister requested the Swiss ambassador; this is not a secret matter. Banks may provide limited information upon government request,” he explained.

“Basic data like account amounts can be disclosed, but specific details such as account holders’ names are not shared.”

Former Nepal Rastra Bank official Thapa recalls that earlier attempts to repatriate funds were discussed but did not materialize.

“Thorough investigations rarely happen in Nepal on such issues. Even when they do, prosecutions seldom follow and there is no history of reaching logical conclusions,” he stated.

Former secretary Wagle avoids comparing the Balendra government’s efforts with past attempts.

“The question is whom the expectations are directed at and whether those expectations are realistic. This government bears many expectations,” he emphasizes.

How Feasible Is It to Repatriate the Funds?

Former Secretary Wagle underscores that whether the government succeeds will depend on its next steps.

“Many countries are signatories to the United Nations Convention Against Corruption, which legally obliges them to act, potentially influencing progress,” he said.

According to Journalist Shiv Gaule, multiple factors complicate recovery efforts.

“Studies on money laundering and investigative networks like the International Consortium of Investigative Journalists (ICIJ) classify Switzerland as a tax haven. Consequently, any decision to return such funds depends heavily on Swiss political will and legal frameworks,” he explains.

Another journalist, Thapa, highlights precedents from other countries that demonstrate repatriation is possible given sufficient determination.

“With some proactive efforts and mutual legal assistance agreements, it is achievable. The Philippines has initiated campaigns to retrieve embezzled funds, and Swiss banks have returned assets linked to Nigeria’s former President Sani Abacha,” he mentions.

CIAA officials point out that absence of legal assistance treaties with relevant countries complicates the process of prosecuting cases involving offshore accounts.

“We have informed the government about the significant challenges in asset recovery, and Chief Commissioner Prem Kumar Rai has also raised this issue in parliament,” said CIAA Deputy Spokesperson Adhikari.

Nepal to Play Two T20 Internationals Against UAE Ahead of League 2 Series

The Nepal cricket team is preparing to play two T20 International (T20I) matches against the United Arab Emirates (UAE) at the Tribhuvan University Cricket Ground on April 20 and 21.
