Khanal also recommended refraining from imposing a value-added tax on electricity. Additionally, he advised against budget allocations for retail and small-scale projects that are not properly prepared. Ruling Party MPs Dissatisfied with Project Selection in Gandaki Province

The Gandaki Province government is preparing a budget of approximately NPR 3 billion for the upcoming fiscal year 2083/84. The Ministry of Physical Infrastructure has ensured liabilities amounting to NPR 486 million across 87 multi-year projects. However, MPs have expressed anger toward the Chief Minister and UML leaders, accusing them of arbitrary and biased project inclusion in the budget based on personal influence.

For the current fiscal year, Gandaki Province had a budget of NPR 3.197 billion, and the upcoming fiscal year is expected to have a budget of around NPR 3 billion. The Ministry of Physical Infrastructure and Transport discussed the projects on Tuesday. On Thursday, following an inspection of the airport and shuttle services, Mukunda Prasad Niraula directed that the service be expanded to better serve passenger needs. Subsequently, Hirajan Kafle, Chief of the Surkhet Civil Aviation Office and the airport, announced the expansion of the free shuttle bus service.

According to a notice issued by the Surkhet Civil Aviation Office, the shuttle bus service has been extended from Friday onwards to ensure continuous, convenient travel for passengers between the airport and principal market areas. May 20, Kathmandu – For the past month, local residents from Mugu have been persistently working to showcase Karnali’s cultural heritage but complain that they remain marginalized.

They expressed frustration over their inability to meet the Prime Minister and ministers of the newly formed government despite several attempts over the last month.

On Thursday (today), after reaching the gate of Singha Durbar but failing to meet any official, the group dressed in traditional cultural costume proceeded to hold a demonstration at Maitighar Mandala.

According to the group’s coordinator, Basanta Bagchan, the locals from Mugu have been in Kathmandu for the past month.

“Our demand is for the new government to properly showcase Karnali’s herbs, traditional dress, and musical instruments, promoting them nationwide,” he said. “Arts and culture should be institutionalized within all government agencies across Nepal.”

He added that although they came to Kathmandu to spread their arts and culture throughout the country, their inability to meet government officials forced them to restrict their demonstration to Maitighar Mandala on Thursday.

The group has reportedly been in consistent contact with members of parliament, ministers, and other senior officials but were told there was no time to meet them, prompting their decision to stage the cultural demonstration at Maitighar.

The internal strife that began within the Nepali Congress after the special general convention remains unresolved even after four months, increasingly taking on the character of a power struggle. Dr. Prakash Sharan Mahat, a leader of the Nepali Congress, emphasized the need for a unified mechanism to ensure the 15th general convention is fair and establishes broad party unity. Dr. Mahat also noted that there are no new achievements in the government’s policy and program, and there is no clear basis to expect a 7 percent economic growth rate. The internal conflict within the Nepali Congress that started after the special general convention persists. The dissatisfaction between the current leadership, established by the convention, and the faction that split off has evolved into a power struggle.

Despite attempts to convey messages of party unity and cooperation in public forums, the gap between the senior leaders has not narrowed. Recent activities seem to have made internal divisions even more apparent. Both sides within the party have yet to initiate formal dialogue or reach consensus to resolve the dispute. Rising mistrust and internal competition among leaders offer little hope for an early resolution of the conflict. In this context, journalist Keshav Sawad spoke with Congress leader and former Finance Minister Dr. Prakash Sharan Mahat regarding party unity, the upcoming general convention, the government’s policy and program, and the forthcoming budget.

The establishment faction is conducting provincial meetings through the Policy, Research, and Training Institute. There was a dispute over whether to hold a regular general convention or a special one. The majority of us had decided to hold a regular general convention. Nevertheless, some members organized a special general convention, which the Election Commission and the courts subsequently validated. Although we believed that was unjustified, we accepted the legal endorsement. Because the special general convention did not have majority participation, the political issues have not been resolved. While legal and technical resolutions have occurred, the party has not attained unity.

Therefore, our goal is broad party unity. However, achieving this will not be easy. The party remains divided both psychologically and physically, facing a challenging situation. Even while confronting these challenges, if the Nepali Congress is to become a stronger, more empowered, and leading party, all factions must stand together. That does not mean simply accepting everything that has been said. I believe that the side currently in official leadership must create a foundation that incorporates all sentiments and successfully conducts the 15th general convention.

Suspect in Seven-Year-Old Murder Case Arrested

May 21, Chitwan – Chitwan police have arrested a suspect who was on the run in connection with a murder case from seven years ago. The arrested individual is Panchadev Mahara from Feta Rural Municipality–4, Bara District. A joint team from Ratnanagar Tandi Police Station and Khairahani Police Station apprehended Mahara on May 19 in Triveni Tol, Feta Rural Municipality–1, Rapti, Bara, and brought him to Chitwan.

According to Tandi Police Station, Mahara is accused of involvement in a murder case that occurred in Chitwan in 2019. On the evening of March 6, 2020 (Chaitra 23, 2076 BS), 46-year-old Sakhichan Mahara of Feta Rural Municipality–3, Bara, was found dead in Khairahani Municipality–9, Chitwan. The body was discovered inside a makeshift house where laborers working at Nepal Gas Industry in Gandaki resided. Police reported that Sakhichan had a deep wound behind his left ear and a fractured left forearm. Preliminary investigations confirmed it was a homicide.

During the investigation, police identified the then 30-year-old Panchadev Mahara, also known as Pundev, as involved in the murder. The Chitwan District Court granted permission to arrest him on March 8, 2020 (Chaitra 25, 2076 BS), but he had since been evading arrest. After his recent apprehension, Mahara has been presented before the Chitwan District Court, where he has been granted a five-day custody extension to continue further investigation.

Risk of Arrest for CEOs of Major Banks in Nepal Amid Efforts to Protect Depositors’ Funds

In Kartik 2063 BS (October-November 2006), a massive bank run occurred at the then NB Bank, considered the largest in Nepal’s history. The Nepal Police, through the Central Investigation Bureau (CIB), has been arresting chief executive officers of banks, raising concerns about long-term impacts on the banking sector. Following media reports that promoters had transferred billions of rupees to their private companies and the bank was facing a crisis, a crowd of depositors gathered at the then NB Bank from late Kartik 2063 BS. People stood in lines 3–4 kilometers long outside the bank’s central office and branches to withdraw their money. This event is recognized as the biggest bank run in Nepal’s history. Due to the uncontrolled bank run, Nepal Rastra Bank had to intervene as the lender of last resort and take management control of the bank.

This incident is a significant example of how loss of public trust can cause financial institutions to collapse. Similar runs happened later at Vibor Development Bank, Peoples Finance, and others. Banks and financial institutions operate on the basis of public confidence, which sustains the financial system. Depositors’ trust enabled banks to hold deposits worth hundreds of billions. Should this trust falter, the entire economy is at risk. A Nepal Rastra Bank official stated, ‘If public trust in banks and financial institutions dissipates, the consequences could be even more severe.’

“When senior bank officials are arrested, it’s crucial to be very sensitive about whether they are truly guilty, but such sensitivity seems lacking in the CIB,” a senior banker remarked. Recently, Nepal Police’s Central Investigation Bureau has been treating banking activities, compliance with laws, and directives issued by the central bank as criminal offenses, arresting CEOs of major banks. Though no new bank runs have occurred so far, banking experts warn these actions may cause serious long-term repercussions in the sector.

Jyotiprakash Pandey, CEO of Nepal Investment Mega Bank (NIMB), was arrested by the CIB but released on government bail by the Supreme Court. “Illegal actions within banks must be identified, but when senior officials of major banks are arrested, it’s important to handle it sensitively to confirm actual guilt,” the banker said on condition of anonymity. Given that NIMB is a systemically important bank, any issues there could deal a severe blow to the economy. NIMB has a total capital of NPR 6.816 billion, public deposits of NPR 526 billion, and total assets worth NPR 616 billion.

They advise that action against large banks and their officials should proceed strictly as per legal procedures and evidence. “CEOs were arrested before but prosecutions stalled due to lack of evidence, which has undermined bank morale,” the banker added.

Prior to Pandey, the CIB had arrested former Prabhu Bank CEO Ashok Sherchan and other senior executives, but cases did not progress due to insufficient evidence. According to Section 57 of the Bank and Financial Institutions Act 2073, there is no prohibition on selling collateral by auction to recover loans. Nepal Investment Bank recovered a defaulted loan to Smart Telecom by auctioning the collateral following directives from Nepal Rastra Bank.

Smart Telecom’s license was canceled after failing to renew in Baisakh 2080 BS (April-May 2023), and the bank published auction notices in Ashwin 2082 BS (September-October 2025). After Ncell purchased some of Smart’s infrastructure and equipment for NPR 460 crore through auction, the bank’s loan was fully recovered. However, CEO Pandey was arrested on charges of selling government property, although under banking laws, such assets belong to the bank.

The auctioned collateral was duly registered in the bank’s name at the Land and Property Registration Office. The bureau justifies Pandey’s arrest based on management rules for defunct telecom companies’ assets, but lawyers argue these regulations conflict with established laws and dismiss the legal validity of these claims. Central bank officials have called CIB’s actions biased and unclear.

Nepal Investment Mega Bank is a major, systemically important institution overseen by Nepal Rastra Bank, which controls vulnerabilities. Officials said arresting executives over collateral auctions should not occur. The loan recovery followed central bank directives, fully complied with by the bank.

According to officials, the central bank has neither changed the CEO nor interfered with bank management based solely on the arrest. The central bank’s board has reviewed the CEO’s arrest. Bankers strongly oppose these detentions, fearing damage to the financial system.

A senior officer at Investment Mega Bank lamented, “It is painful that a bank CEO goes to jail while protecting depositors’ money. A 90-year-old mother shed tears over this, which was very distressing.” Another senior official said, “Bankers should be heard first before any action is taken.”

There are calls for the government to take seriously the development of the financial sector and promotion of economic activities.

Nepal Police’s CIB arrested Pandey on Baisakh 30 (April 13) and the Supreme Court granted bail on Jestha 1 (May 15). Pandey has since resumed his regular duties. A senior Nepal Rastra Bank official stated, “Banks invest depositors’ funds in loans and investments, and loan recovery is their primary function.”

Banks serve as custodians of savers’ funds and invest in safe sectors after conducting risk analysis. Since the central bank exposed loan misuse, banks have become more cautious in lending. This has caused visible slowdowns in private sector credit growth and size. Banks are working to manage this trend, but if private sector lending contracts further, it could have serious repercussions on the overall economy.

Opposition Leader Angdembe Expresses Dissatisfaction with Speaker’s Role

May 21, Kathmandu – Bhishmaraj Angdembe, leader of the parliamentary faction of the main opposition Nepali Congress, has expressed dissatisfaction with the working style of Speaker Dol Prasad Aryal. He criticized Speaker Aryal’s role, stating that neutrality, impartiality, and the fundamental principles of parliamentary decorum have been compromised during the conduct of parliamentary sessions.

“Parliament belongs to the opposition. The Speaker is a constitutional authority responsible for managing the parliament,” Angdembe stated during a program held Thursday in his home district, Panchthar. “However, the statements made by the Speaker when the opposition puts forward its views have been perceived as neither parliamentary nor appropriate. These remarks have also failed to sound impartial.” He further commented that the Speaker’s failure to relay opposition issues to the government has increased dissatisfaction within the house.

“Currently, the Speaker has been unable to convey matters raised in parliament to the government, which has led to growing discontent among opposition parties,” he said. Angdembe also objected to Speaker Aryal’s warning to maintain parliamentary decorum when the Labor Culture Party protested by displaying pamphlets inside the parliament. “Expressing dissent via placards should not be labeled as improper or petty,” he remarked.

Recalling the Speaker’s past actions while he was an opposition lawmaker, Angdembe noted that Aryal once joined protests wearing a blue scarf and read books inside the parliamentary lobby, actions which were then not considered disruptive. “Why is it deemed improper when the opposition now expresses dissatisfaction through placards, whereas similar activities were deemed appropriate at that time?” he questioned.

Amateur Rahul Bishwakarma, along with professional golfers Rame Magar and Dinesh Prajapati, share fifth place with an overall score of 5-under 199. Rahul produced an impressive 3-under 65, while Rame and Dinesh both carded identical rounds of 2-under 66. Meanwhile, with an outstanding 6-under 62, Tank Bahadur Karki reached eighth place with an overall score of 4-under 200.
