The seventh session of the Madhesh Provincial Assembly has been convened for 11 a.m. on Friday, 1 Jestha. The Provincial Head called the session under Clause (1) of Article 183 of the Constitution upon the recommendation of the Council of Ministers. Narayan Prasad Dahal, Secretary to the Provincial Head, confirmed the convening of the session. Kathmandu, 28 Baisakh – Following the recommendation of the Madhesh Provincial Government, the Office of the Provincial Head issued a press release on Monday announcing the commencement of the Provincial Assembly session at 11 a.m. on Friday, 1 Jestha. The Council of Ministers meeting held today recommended the Provincial Head to call the session. Acting on this recommendation, the Provincial Head convened the session in accordance with Clause (1) of Article 183 of the Constitution, Secretary Narayan Prasad Dahal stated.
Acting Chief Justice Sapana Pradhan Malla, Judges Kumar Regmi and Hari Phuyal.
The Constitutional Council has recommended Dr. Manoj Sharma, a Supreme Court judge, as the Chief Justice. Senior Supreme Court justices have agreed to continue working regularly without resigning. With Dr. Sharma’s appointment, Sapana Pradhan Malla and Kumar Regmi will be denied the position of Chief Justice.
April 11, Kathmandu – Last Wednesday, the Constitutional Council recommended Dr. Manoj Sharma, the fourth in seniority among Supreme Court judges, as the Chief Justice. This recommendation, which caused significant stir within the judiciary, prompted immediate discussions among some senior Supreme Court justices. Subsequently, they began attending court sessions from the following day and have remained silent on the recommendation since.
“There is near consensus that no judge dissatisfied with the recent recommendation will resign,” said one Supreme Court justice. “No senior judge outranking Dr. Sharma has indicated any intention to resign.” According to sources, the discussions among these judges concluded with agreement to continue working regularly with high morale and without submitting resignations.
Acting Chief Justice Sapana Pradhan Malla, along with Judges Kumar Regmi and Hari Phuyal, have also decided not to resign but to continue their duties regularly. They argue that resigning now would amount to accepting allegations against them, as the Constitutional Council’s recommendation violates past precedents and traditions.
“There is also the psychological factor of why they should allow the demands of others to be fulfilled by resigning,” the source added. “Resigning would facilitate those seeking to remove them from office, which they are reluctant to allow.” Meanwhile, if Dr. Manoj Sharma’s recommendation is approved by the parliamentary hearing committee, he will serve as Chief Justice for six years. Consequently, acting Chief Justice Sapana Pradhan Malla and Kumar Regmi will be excluded from becoming Chief Justice. However, Judge Hari Phuyal, with reduced chances for judicial leadership, is next in line for Chief Justice recommendation based on seniority. A Supreme Court insider stated, “Their terms have several years remaining, so there is currently no urgency for them to resign.”

The government has presented its policy and program on Monday, prioritizing good governance as the foundation for a prosperous Nepal.
In the joint sitting of the federal parliament, President Ramchandra Paudel read out the policy and program that includes topics such as constitutional amendment, management of informal settlements, reduction of tax burdens, and declaring a ‘Decade for Employment Promotion.’
Following the protests and destruction on 23rd and 24th Bhadra of last year, the National Independent Party (RASWA), which secured a clear majority in the election, formed the government under Prime Minister Balendra Shah’s leadership.
The 35-party coalition integrated several points from their electoral pledges to present this first policy and program at the joint session of both houses of parliament.
In the policy and program handed over by Prime Minister Balendra Shah for the President’s reading, the importance of good governance is emphasized from the outset.
Zero Tolerance Against Corruption

“The government views good governance as the foundation of a prosperous Nepal and will move forward with campaigns against corruption with zero tolerance, improvement in public service delivery, economic revival, and social advancement,” said President Paudel.
The policy and program mention that the government is currently preparing a discussion paper for constitutional amendment, clarifying its objectives and purposes.
“To ensure equal ownership among all classes, regions, and communities, the discussion paper will be prepared by identifying shared constitutional amendment issues through dialogue and cooperation with political parties,” the policy states.
The policy also commits to reviewing the tax structure to reduce the tax burden on entrepreneurs and middle-class families.
Additionally, it covers plans to refund amounts to cooperative victims and various infrastructure development projects.
Reasons Behind Opposition Party’s Disapproval
Before the government presented its policy and program, opposition party members in the House of Representatives raised strong objections, especially regarding ordinances and the eviction of squatters.
They accused the government of abusing executive power.
Niskal Rai, a spokesperson of the main opposition Nepali Congress party, strongly opposed the issuance of the ordinance.
“Discussions can be held on other matters, but the ordinance issued concerning the Constitutional Council is an issue that cannot be overlooked. This ordinance does not strengthen the spirit or constitutionalism of the constitution in any way,” she said.
“Setting a numeric threshold does not fit within the constitutional concept. Furthermore, in a three-member council including the Prime Minister, how can the decision of all three be considered majority? Every clause of the ordinance grants wide powers to the Prime Minister, which the constitution has not facilitated this easily.”
Padma Aryal, leader of the CPN-UML, demanded the annulment of the ordinances, calling for an end to the ‘misuse to centralize authority.’
She also rejected the government’s actions related to the eviction of squatters. “I strongly oppose the distress caused to informal settlements and squatters by bulldozers. On behalf of the CPN-UML, I condemn this incident,” she said.
Hark Sampang, chairperson of the Labor Culture Party, questioned the government’s stance on the border dispute.
“Why has the government remained silent while India opened and is operating a checkpoint at Lipulek? Why were diplomatic talks not held? Why is the government silent relying only on diplomatic notes without signatures?” he asked.
The policy and program presented by the President is scheduled for debate in parliament starting Tuesday, with the annual budget slated for presentation on Jestha 15.

Nepal is currently selling electricity to India while also purchasing power from there. Some experts have expressed concern that a major shift in this balance could cause a power shortage in the future.
According to data released by the Nepal Electricity Authority (NEA) on Monday, Nepal sold 290 megawatts of electricity to India while buying 80 megawatts from the neighbour.
Purchasing agreements with India do not include the option of buying electricity at night, yet Nepal currently faces no shortage during nighttime hours.
During the day, Nepal has been able to meet its electricity demand solely by buying power from India, allowing it to continue exporting electricity to the country.
However, in a new electricity purchase agreement with India that will come into effect in June 2026, concerns have been raised by some experts about the anticipated water shortages in Nepal and the potential challenges this could bring to electricity management.
Relief Provided by Nature

An official from Nepal Electricity Authority said, “Nature has currently granted Nepal relief,” resulting in no issues with electricity supply during the night.
Mohan Dangi, Senior Vice President of the Independent Power Producers’ Association Nepal (IPPAN), noted that electricity production this dry season has increased compared to last year.
Most of Nepal’s hydropower plants operate on a ‘run-of-the-river’ model, relying directly on river water flow, which results in decreased production during the winter season when water levels drop.
According to Senior Vice President Dangi, production is still lower than during the monsoon season and plants are not operating at full capacity.
“However, compared to last year, this year’s production is 10 to 15 percent higher,” Dangi said. “Our 7.5 megawatt project managed to sell electricity worth 2.2 million rupees more than last year.”
NEA officials stated that current rainfall and cooler temperatures have reduced demand while increasing production compared to previous years.
“Hence, it has become possible to sell more electricity to India than to buy from them,” one official said.
Why Are There Concerns About Reduced Production From the Monsoon Onward?

However, a weather forecast released last Friday by the Department of Hydrology and Meteorology’s Climate Science Division has raised concerns.
The department predicts that from May 31 to October 1, nationwide rainfall is expected to be lower than usual.
Similarly, maximum and minimum temperatures are also forecasted to be higher than average.
Experts have stated that all these changes will directly affect hydropower projects.
Attempts to contact energy ministry officials, NEA’s Executive Director Dirghayu Kumar Shrestha, and spokesperson Rajan Dhakal for government assessments were unsuccessful.

NEA’s Information Officer Sarvajit Kumar Chaudhary said he is not authorized to speak on the matter, and some officials declined to provide an official comment.
One official noted, “Although rainfall is expected to be below average and temperatures above, the extent of the change will determine the impact’s severity.”
He added that reduced electricity sales to India might decrease revenue for the authority and hydropower projects.
Senior Vice President Mohan Dangi also stated that it is premature to make definitive comments on this issue.
“A study has not been completed, this is a natural phenomenon everyone anticipates,” he said. “However, if we commit to selling electricity, we might find ourselves unable to supply the promised amount to the Nepal Electricity Authority.”
‘Penalties for Shortages’

Dangi explained that producers are required to pay penalties if they cannot supply the agreed electricity capacity, a condition he finds unreasonable.
According to the Power Purchase Agreement (PPA), projects below 10 megawatts must declare their electricity sales one month in advance if they plan continuous production for a week or longer.
“During the monsoon season, when production exceeds the scheduled amount, the authority is forced to sell electricity at less than 50 percent of the price, even if it doesn’t want to,” Dangi said. “This results in price instability and leads to claims that the PPA is unbalanced.”
Currently, around 4,200 megawatts of electricity are connected to the transmission lines, with private sector projects contributing nearly 3,500 megawatts.
Total production from projects under 10 megawatts capacity may range between 1,200 to 1,500 megawatts.
“We demand that electricity purchase and sale operations be prioritized,” Dangi said. “Having to pay penalties when water levels are low is unjust, and natural causes should not be blamed on us.”

Google Photos has announced a new feature that utilizes artificial intelligence (AI) to help users create a ‘digital wardrobe.’ This feature scans users’ old photos to organize a digital collection of their worn clothing, aimed at reducing the common dilemma of ‘what to wear?’
The key features of this new addition include automated clothing categorization: Google Photos’ AI identifies garments from your photo library and compiles them into a ‘wardrobe’ collection. Users can filter by types such as jewelry, shirts, pants, and more, making it easier to locate previously worn items that may be tucked away.
Virtual try-ons: Before physically wearing any outfit, users can preview how the clothes might look through a ‘virtual’ trial feature. By selecting different clothing pieces and clicking on the ‘Try it on’ button, users can digitally visualize the ensemble.
Outfit mix and match: Users can combine different pieces from their digital wardrobe to create fresh outfits. These combinations can be saved into mood boards tailored for various occasions like weddings, office settings, or trips, and can also be shared with friends. This new feature is set to roll out first for Android users this summer, followed by availability on iOS devices.
