Recommended Screen Time for Children Under 5 Years Old

Nowadays, the use of smartphones has become not only common but essential in almost every household. Consequently, parents increasingly rely on screen devices like smartphones and laptops as tools while raising their children. It has become a common practice to let children watch screens while feeding, calming them when they cry, or during travel. In Nepal, there is no clear guideline on how much screen time is appropriate for children. Although some countries have established legal regulations regarding this, in Nepal the decision is largely left to the discretion of individual parents. This issue is seen worldwide, and experts warn that excessive screen time can directly affect children’s development.

Several countries have implemented regulations to control screen time for children. According to recent guidelines from the UK government, screen time for children under 5 years old should be limited to one hour per day. It is considered inappropriate for children under two to watch screens alone. The guidelines also recommend that parents use screens together with their children whenever possible. Alternatives such as reading stories or playing simple games during mealtime are suggested.

Currently, scientists at the Institute for the Science of Early Years are studying the content viewed by children under 5. Professor Sam Vasca, involved in the research, explains that when these materials move at very high speeds, young children’s brains cannot manage the intensity, triggering the ‘fight or flight’ stress response. This increases heart rate and muscle energy expenditure, which is not suitable for children sitting in one place watching screens. Given that today’s content is even faster-paced, it may have a direct negative impact on children. However, many parents find it challenging to strictly follow such guidelines or habits.

A court in the southern Indian state of Tamil Nadu has sentenced nine police officers to a “double death penalty” for the custodial deaths of two individuals.

During the COVID-19 pandemic in 2020, 58-year-old businessman P Jayaraj and his 38-year-old son Benix were arrested by police in Sathankulam, Tuticorin district. They had been accused of violating lockdown rules by allegedly allowing a mobile phone shop to remain open.

On Monday, the judge at the Madurai court ruled that Jayaraj and his son were stripped naked and brutally beaten in jail with the intent to kill, holding the police officers responsible for misuse of power.

The case reignited debate in India over police brutality. Human rights organizations state that hundreds die in police custody annually and suspected individuals are routinely subjected to torture during interrogations.

Earlier this year, United Nations experts called on India to reform its police system to comply with human rights standards.

Automatic Balance Deduction Ends After Data Pack Expiry; All Telecom Services Now Available Online

News Summary

  • Following the Ministry of Communications and Information Technology’s directive, Nepal Telecom has ended the practice of automatically deducting balance after data packs expire.
  • Nepal Telecom is preparing to implement a ‘One Time KYC’ system and make all services available online.
  • The Ministry has prioritized service quality enhancement and digital service expansion in its 10-point corrective action plan.

24 Chaitra, Kathmandu – The Ministry of Communications and Information Technology has announced the commencement of comprehensive improvements in Nepal Telecom (NTC) services following its directive. Under the guidance of Communications Minister Dr. Bikram Timilsina, the practice of automatically deducting balance after a user’s data pack expires has been discontinued. Efforts are underway to make all services available online and to implement a ‘One Time KYC’ process.

Users will now receive notifications once they have consumed 90 percent of their data pack. After that, a ‘Pay-as-you-go’ option will be available, allowing customers to choose between automatic charging after their data is exhausted or purchasing a new pack.

According to Ravindra Manandhar, spokesperson of the Nepal Telecommunications Authority, the new system is currently in the testing phase and will soon be fully operational. He stated, “In simple terms, after a customer’s data expires, they will be given the option to either continue internet usage or to purchase a new pack.” Manandhar added that this feature will be implemented within three to five days for data packs purchased via USSD, while customers using the mobile app will experience it within seven to ten days.

This initiative is part of the ten-point corrective action plan under the Result-Based Public Management System advanced by the Ministry. The plan prioritizes improving Nepal Telecom’s service standards, strengthening customer service, and expanding digital services.

In line with this, Nepal Telecom has initiated customer-centric reforms aimed at enhancing service delivery. Significant transformation efforts are underway to improve mobile data management, expand digital platforms, and simplify administrative procedures.

The company is also preparing to implement a ‘One Time KYC’ system to simplify processes for customers. This system will eliminate the need to resubmit personal details multiple times and is targeted to be rolled out within the next 30 days. Additionally, plans are underway to make services such as e-SIM distribution, complaint management, lost SIM replacement, and ownership transfer fully accessible online.

To increase access and convenience in telecommunication services, the Ministry has proposed establishing ‘Single Point Service’ help desks at all Nepal Telecom offices. These desks will facilitate customers by providing all services from one location.

Furthermore, policy revisions are being prepared to improve 4G service quality. The Ministry aims to complete necessary policy amendments and allocate additional frequency within 30 days, which is expected to enhance internet speed and stability.

Eliminating the automatic balance deduction after data expiry is regarded as a significant step toward protecting consumer rights. This change is anticipated to reduce unnecessary expenses and foster greater trust between customers and service providers.

List of ‘50 Influential Women 2082’ Announced; Honorary Ceremony Held

The list of Nepal’s ‘50 Influential Women 2082’ has been released, featuring women from politics, society, arts, youth, science, entrepreneurship, and diaspora. The ceremony was held at The Plaza in Lalitpur, where Acting Chief Justice Sapana Pradhan Malla unveiled the list and honored the 50 women. Dharma Raj Bhusal, chairman of the organizing committee, has announced the formation of an alumni network for the women named on the list.

Typically, the list is unveiled on the eve of International Women’s Day (March 8), but this year its publication was delayed due to the general elections held on Falgun 21 (early March). On Monday evening, at a special event in Lalitpur’s The Plaza, Acting Chief Justice Sapana Pradhan Malla formally announced the list of 50 influential women and presented them with awards.

Chairman Bhusal highlighted that each story within the list represents a university of its own and stated that such impactful contributions will be remembered forever by history. He remarked, “For a long time, our society attempted to portray women merely as victims, passive or supportive figures. However, the 50 faces present here today have completely shattered that perception.”

Chief Editor Basant Basnet of the organizing body described the 50 influential women as symbols of dedication and struggle, as well as authentic creators of success. He further added that efforts will continue in coming years to include more women in this list.

However, due to the sudden scheduling of the Cabinet meeting, Minister Gurung was stopped from starting that trip and has stated he will proceed to Kavre once the meeting ends.

Internal Struggles and Complexities within Nepal’s CPN-UML

Following an editorial review of the summary sourced from news reports, the National Youth Union of the Communist Party of Nepal (Unified Marxist-Leninist) has demanded the release of party Chairman KP Sharma Oli and detained party activists. The UML Secretariat has resolved to focus on updating the voter lists and hold a protest rally on April 25. After Oli’s arrest, the party expressed confidence in the legal process and the Supreme Court, deciding to stage a concentrated power demonstration in the capital on April 20.

On March 24 in Kathmandu, the National Youth Union of Nepal, affiliated with CPN-UML, convened a meeting of office bearers. The meeting demanded the release of Chairman KP Sharma Oli and other UML activists in custody. “The party chairman has been arrested. When we protested demanding his release, other activists were also detained,” said Maharaj Gurung, President of the Youth Union. “We have raised the demand with the government to release all leaders and activists who were detained unlawfully.”

The statement issued after the meeting extended demands beyond the release of Oli and detained leaders, including controlling fuel price hikes, releasing individuals arrested on charges of hooliganism, and stopping cyberbullying targeting party supporters. Gurung also criticized the Home Minister, who is embroiled in land-related controversies, and highlighted numerous other irregularities as points of objection.

The meeting resolved to prepare for a protest rally on April 25. “Currently, no protests are being planned to prevent further public distress,” he added. Following Oli’s arrest from his residence on April 6, UML activists, including the Youth Union, staged protests for three days. On the day of the arrest, Secretary Mahesh Basnet announced ongoing agitation. As a trusted ally of Oli, Basnet’s statements were closely observed. However, contrary to his warning, the protests did not continue consistently. Minor demonstrations occurred on April 6 and 7, but on April 8, a street protest was held under the banner of the Bagmati Province Committee.

Subsequently, the party leadership appeared to shift focus from demanding Oli’s release to expressing dissatisfaction with government decisions and attempting to resolve internal disputes. The circular issued by General Secretary Shankar Pokhrel on April 24 also reflected internal instability within UML. He directed all provincial and district chairpersons to give attention to updating voter lists. The party’s internal decisions demonstrate a complicated situation.

At the secretariat meeting held on April 9, revisions to statements made by parliamentary party leader Ram Bahadur Thapa, expressing objections to government decisions, and other resolutions were adopted. Particularly, Thapa’s remarks during the parliamentary session on April 8, alleging that Nepal’s army, government employees, the administration led by Sushila Karki, and foreign powers were colluding to defeat UML, had damaged the party’s image and prompted an emergency secretariat meeting. The meeting not only addressed the crisis caused by Thapa’s comments but also discussed questions raised within the parliamentary party.

Further, the party’s decision to block Suhang Nembang’s nomination as the parliamentary party leader reportedly increased dissatisfaction within the party. Youth factions have been demanding General Secretary Pokhrel’s resignation and calling for leadership restructuring through demonstrations. This indicates a softening stance of UML towards the younger generation.

Appeals made to the general public to join street protests against Oli’s arrest have had limited effectiveness. Without broad public support, most UML leaders and activists are confined to statements and social media reactions. The post-meeting statement clearly appealed: “All party ranks are called upon to respect decisions made by democratic processes and refrain from making contrary comments. The party has taken seriously the constructive suggestions that have come from youth factions.”

Similarly, the activities of the student organization ANNFSU appear weak. On April 8, ANNFSU issued a statement wishing well to SEE examinees, and another statement signed by President Deepak Dhami condemned the government’s decision to dissolve student organizations at universities.

Party leaders acknowledge that UML did not capitalize on the wave of societal reaction following Chairman Oli’s arrest. “We used to warn that touching KP Oli would paralyze the country, but after his arrest, we failed to apply sufficient pressure,” a leader admitted. However, Media Coordinator Min Bahadur Shahi stated that party activities are continuing as per schedule. “We are not silent; programs are ongoing according to the circular,” he said. “The matter is in court, and meetings are being held inside the party.”

After three secretariat meetings, the leadership’s approach since Oli’s arrest has leaned towards soft and broad-based programs, with confidence placed more in legal processes and the Supreme Court than street protests. This indication was evident from the first meeting’s decisions. Despite warnings from some leaders about nationwide disruptions, the secretariat resolved to submit memorandums through district administrations and assign demonstrations to affiliated mass organizations. On April 7, the memorandum was submitted nationwide through senior administrative offices.

Additional decisions included seeking cooperation with other political parties, raising objections in Parliament, and pursuing legal battles. Responsibilities for coordination and communication were assigned to Bishnu Prasad Paudel, parliamentary opposition to Ram Bahadur Thapa, and legal coordination to Gokarna Bista. However, these efforts have produced no concrete results. The Supreme Court has not issued any orders regarding habeas corpus petitions, and statements have seen continuous extensions. The Congress Party’s internal conflicts and the lack of a joint front with other parties have weakened these efforts. Thapa’s controversial statements have further compounded the crisis.

Due to lacking public support, appeals for street protests have yielded limited participation. The party’s institutional decisions also show diminished confidence in public demonstrations. At the secretariat meeting on April 9, a decision was made to stage a power demonstration on April 25. According to the plan, district-level worker gatherings and training will take place on April 12, municipal-level meetings on April 15, and ward-level meetings on April 17. Province-level demonstrations will be held on April 20, culminating in a centralized power rally in the capital.

This will be UML’s first high-level power demonstration a month after Oli’s detention. “We are facing the greatest crisis in the party’s history. The public has largely lost faith in us. At such a time, self-reflection rather than fiery rhetoric is necessary. The only option is to regain the people’s trust and move forward,” a leader said.

In the February 4 elections, UML suffered unprecedented losses. Oli’s arrest has deepened the crisis, and inconsistencies in party decisions have also become apparent. Meanwhile, a signature campaign demanding a special general convention has been initiated. Advocates argue, “Secretariat or Central Committee alone cannot resolve UML’s crisis; a special general convention must be called.”

Shankar Pokharel Questions Those Who Opposed Foreign Loans But Now Accept Them

Shankar Pokharel, General Secretary of the Nepal Communist Party (UML), has raised questions about the current government’s double standards regarding foreign loans. The Cabinet had approved a foreign loan amounting to 185 million US dollars on March 6. Pokharel criticized the government for lacking clear policies and priorities when taking on debt and urged transparent explanations for the public. (March 7, Kathmandu)

Pokharel demanded answers from the government for taking large foreign loans after coming to power, questioning why those who previously condemned foreign debt for harming the nation are now accepting it. In a Facebook post on Tuesday, the General Secretary acknowledged that taking foreign loans is both a necessity and a compulsion for sustainable infrastructure development in Nepal. However, he pointed out that those who fiercely opposed loans when in opposition are now taking loans without presenting clear policies and priorities to Parliament.

“Those who yesterday criticized the previous government claiming foreign loans were sinking the country are now the very ones taking large loans without clearly presenting policy programs or priorities in Parliament,” Pokharel wrote. “As this matter becomes public, such questions inevitably arise.”

The Cabinet meeting held on March 6 approved a foreign loan worth approximately 27.51 billion Nepalese rupees, equivalent to 185 million US dollars. Pokharel questioned why those opposing loans while out of power are now accepting them when in government. He asked, “Why oppose yesterday and accept today?” He demanded that the government provide clear and transparent responses to the public regarding the significant foreign borrowing. Rastriya Prajatantra Party parliamentarian Khusbu Oli had also raised questions on this issue during the House of Representatives session.

Thote is a significant festival celebrated with great enthusiasm by the Gurung community.

According to Chairperson Subedi, Thote Festival not only strengthens interpersonal bonds within the community but also contributes to preserving cultural diversity. US-Israeli Attack on Iran: Trump’s ‘Hormuz Ultimatum’ Approaches

Over the course of five weeks of US-Israeli operations against Iran, US President Donald Trump has repeatedly set deadlines, made demands, and issued threats. However, these threats often appeared unclear. The new phase of aggression against Iran is expected to be devastating. It is scheduled to begin at 8:00 PM Washington, D.C. time Tuesday (midnight GMT Wednesday). Within four hours, every bridge and power plant in the country is expected to be “destroyed.”

“Only a few things are beyond the limit,” Trump said on Monday. According to him, to avoid such destruction, Iran must reach an agreement “acceptable to them,” which includes ensuring “uninterrupted oil transit” through the Strait of Hormuz. As the final hours approach, there is little indication that Iran will accept Trump’s deadline. Tehran has rejected a temporary ceasefire and presented its own demands, which a US official described as “extreme.”

This situation places President Trump in a difficult position. Without an agreement, he may extend the deadline for the fourth time within three weeks. However, after issuing such severe threats, harsh language, and grave warnings, retreating could undermine his credibility amid ongoing conflict. Following the recent successful rescue of two American airmen in Iran last weekend, both Iran and the international community might conclude that the US has not communicated clearly according to its military and strategic capabilities.

Although a disaster was averted, the successful rescue highlighted the risks still faced by US forces in Iran. President Trump may be coming to recognize the limitations of American military power. “We can bomb them and paralyze them completely,” he said, “but it only takes one terrorist to close the Strait.” Another option is for Trump to follow through on the threats he has issued.

According to Trump, on Monday such an option was not their priority on many occasions. As the Iranian public shows signs of enduring US military actions and bombs falling on their cities, Trump also mentioned that the incident would require future reconstruction and that America might eventually assist. “Do I want to destroy their infrastructure? No,” he said, “Even if we leave today, it will take them 20 years to rebuild the country.”
