Nearly Three Thousand Applications Received for Ambassadorial Appointments

22 Jestha, Kathmandu – Following the government’s inaugural open competitive process for ambassadorial appointments, nearly three thousand applications have been submitted. The Ministry of Foreign Affairs issued a call for applications from Jestha 14 to 22. During this period, the ministry reported receiving a large number of applications through online platforms, email, and physical submissions.

Currently, Nepal has diplomatic missions in 34 countries. Among these, ambassadorial posts in 17 countries are filled through political appointments, while the remaining 17 are staffed by ministry officials. All 17 politically appointed ambassadorial positions are currently vacant.

The government invited applications specifically for 13 countries but also allowed candidates to apply for other countries by specifying their preference. The previous administration, led by former Prime Minister Sushila Karki, recalled ambassadors who had political appointments in 10 countries. Subsequently, under the leadership of Balendra Shah, those politically appointed ambassadors were relieved of their duties. With these vacancies, the government opened the first-ever competitive recruitment process for these ambassadorial posts.

According to ministry sources, some applications were duplicates and others were inflated due to recommendations, causing the total numbers to appear higher. The actual count will be disclosed after verification and authentication of all applications. Once the final details are confirmed, the ministry will complete the necessary screening processes and forward the list of qualified candidates to the Council of Ministers. Following parliamentary hearings of the recommended candidates by the Council, appointments will be made by the President. After appointment, ambassadors are required to sign performance agreements with the Ministry of Foreign Affairs before assuming their responsibilities.

The ministry issued the call for applications in accordance with the “Ambassador Appointment Directive, 2075 (amended).” The directive stipulates that applicants must be Nepali citizens at least 35 years old and hold a minimum of a bachelor’s degree from a recognized university. Additionally, candidates must have no criminal convictions related to corruption or moral turpitude, and must not hold permanent or temporary residency permits (PR or Green Card) from any foreign country. Candidates are also required to have experience in foreign policy, international relations, or diplomacy, along with a good command of the English language.

Midnight Murder Followed by Morning Temple Atonement Unveiled

Police have arrested Indian national Rameshkumar Pandit in connection with the murder of 21-year-old Roma Tiwari in Damak Municipality, Jhapa. Authorities report that the victim was killed over a financial dispute and her body was disposed of beneath a bridge over the Ratuwa River. The arrest was made with the aid of CCTV footage. The Damak Police Station is continuing investigations into charges of rape and murder against Pandit.

Biratnagar, 22 Jestha – Police detained 34-year-old Rameshkumar Pandit, originally from Araria, India, residing in Damak, for his alleged involvement in the murder of Roma Tiwari, also known as Roma, from Ward No. 8 of Damak Municipality, aged 21. Following a midnight meeting on 13 Jestha, the murder reportedly occurred due to a transaction dispute. Pandit was arrested on Thursday at his residence in Ward No. 5 of Damak Municipality. After his confession, details of the incident were released on Friday.

Acting spokesperson for Jhapa Police, Inspector Suman Baniya, confirmed that further investigation is ongoing regarding charges of rape and culpable homicide against Pandit.

According to the police, Pandit had been involved in contracts for tile and marble installation in Damak. Investigations revealed meetings between him and the deceased prior to the incident. Police sources stated the murder happened following a dispute near the accused’s lodging.

Midnight Murder and Morning Worship

The police reported the murder occurred around 11 p.m. near the accused’s room. After killing the victim, Pandit reportedly transported the body by packing it in a sack and loaded it onto a motorcycle with Indian number plates. The body was dumped under the bridge in Setumari area, Ward No. 10 of Damak Municipality. The victim’s slippers were found near the crime scene.

The body was disposed of on 13 Jestha. Locals discovered it under the Ratuwa River bridge on 16 Jestha and notified authorities. The suspect was arrested based on CCTV footage. Pandit admitted to knowing the victim for some time, and the two had met the night of the incident.

Police sources disclosed that after committing the murder and disposing of the body, Pandit could not sleep. On the morning of 14 Jestha, he went to Pashupatinath Temple in Damak to perform atonement rituals and prayers.

“It appears the murder was motivated by fear of defamation after nighttime noise. After disposing of the body, he sought forgiveness the next morning at the temple,” said a police source. “An Indian-plated motorcycle was used in disposing of the body.”

Once the victim was identified, her relatives mentioned that she had met her boyfriend on the night of 13 Jestha at his invitation and was then murdered. Initially, police suspected her boyfriend, but lacking evidence, investigations widened and eventually led to Pandit.

The investigation was carried out by a team led by DSP Haribahadur Basnet of Damak Police Station.

Shortlist of Vice Chancellors for Eight Universities Released: Who Made the Cut?

The recommendation committee for vice chancellors of eight universities has published the shortlist of candidates. Feedback and suggestions about the shortlisted candidates can be submitted by Jestha 25, 2083 (Nepali calendar). Kathmandu, Jestha 22 – The shortlist for vice chancellor candidates of eight government universities has been made public. These universities include Tribhuvan University, Pokhara University, Purbanchal University, Lumbini Buddhist University, Agriculture and Forestry University, Mid-Western University, Far-Western University, and Rajarshi Janak University.

The recommendation committee responsible for selecting vice chancellors released this list on Friday. Inputs and opinions regarding the shortlisted candidates can be given by Jestha 25, 2083. There were a total of 218 applicants across the universities: 50 for Tribhuvan University, 38 each for Purbanchal University and Pokhara University, 19 for Far-Western University, 20 for Mid-Western University, 11 for Lumbini Buddhist University, 15 for Agriculture and Forestry University, and 27 for Rajarshi Janak University.

The shortlist was prepared based on evaluation scores provided by experts. The application process had been opened on Baishakh 25 with a 10-day submission window to select new vice chancellors. This selection process was initiated following the vacancy of the vice chancellor posts through an ordinance. The university chancellor, Balen Shah, formed the recommendation committee under the chairmanship of Education Minister Shashmit Pokharel to propose candidates for the vice chancellor positions. The committee created a subcommittee led by experts to prepare the shortlist based on the evaluation scores assigned by experts.

Sixth Himalayan Travel Mart Concludes with Participation of 600 Delegates from 27 Countries

The sixth edition of the Himalayan Travel Mart was successfully held in Kathmandu, featuring over 600 delegates from 27 countries. JSP Nepal Prepares to Seek Clarifications from Lumbini Home Minister and MPs

After the Supreme Court annulled the registration of the party led by Ashok Rai, questions have arisen regarding the legal status of its public representatives. The Janata Samajwadi Party (JSP) Nepal, led by Upendra Yadav, is preparing to seek clarifications from the MPs of Lumbini and Koshi provinces who sided with Ashok Rai’s faction. Rai stated that the court’s verdict has opened a new path for unified progress with other parties. Kathmandu, 22 Jestha — Following the Supreme Court’s refusal to recognize Ashok Rai’s JSP party, JSP Nepal led by Upendra Yadav has decided to ask for clarifications from provincial assembly members, ministers, and local representatives elected under that party.

In 2081 BS, the Election Commission had registered Ashok Rai’s faction as a separate party after splitting from JSP Nepal. Against this decision, Upendra Yadav’s party had filed a writ petition in the Supreme Court. The full bench of judges Kumar Regmi, Mahesh Sharma Paudel, and Shrikant Paudel dismissed the registration of Rai’s party, effectively voiding its legal status.

Following the Supreme Court’s ruling, the party-affiliated status of representatives elected under Rai’s faction has come into question. Legally, these representatives are now considered members of JSP Nepal. The party is preparing to request clarifications on allegations of disciplinary violations regarding party splits. Minister for Internal Affairs and Law of Lumbini Province, Order Kumar Agrawal, along with Lumbini MP Bhandarilal Ahir and Koshi MP Nirmala Limbu, will be asked to provide explanations. Manish Suman, spokesperson for JSP Nepal, confirmed that these individuals had joined the Ashok Rai-led Janata Samajwadi Party during the division of JSP Nepal.

According to Suman, legal proceedings to remove legislators who have left the party for another will be initiated. “The party will first seek clarifications, after which legal procedures will follow,” he said. Koshi Provincial Assembly member Nirmala Limbu stated that she cannot be punished under the defection law, asserting, “I have not left the party nor joined another. Due to leadership disagreements and party splits, I chose to remain with JSP Nepal.” Lumbini MP Ahir mentioned that they are currently consulting and will decide their next steps after reviewing the full Supreme Court order and the Election Commission’s decision. “We are in discussions and will reach a conclusion after reviewing the Commission’s decision,” he said.

Since the divided faction did not obtain recognition, Ashok Rai will need to rename the party. JSP leader Yograj Limbu shared that discussions are ongoing on how to strengthen the party after the Supreme Court ruling. Chairman Rai noted that the decision opens new paths forward. “This verdict should not cause confusion but is a call to remain active as it paves the way for a new unified approach with other parties,” Rai wrote on Facebook. “Therefore, this is being viewed as an opportunity to promptly initiate the process of forming a unified party.”

Representing Nepalese industry, FNCCI Vice President Naresh Lal Shrestha highlighted Nepal’s immediate potential to generate over 40,000 megawatts of electricity and noted the government’s supportive stance. Egg Prices Rise Again: What’s the New Price Per Crate?

May 5, Kathmandu – The Nepal Layers Poultry Farmers Association has once again raised the farm support price of eggs.

The association, which had previously set prices effective from May 1, revised the prices within 11 days and set new rates starting Saturday.

In a physical and virtual meeting of producers held today in Kathmandu, the decision to increase egg prices was made based on rates from Chitwan.

Under the new decision, egg prices of all sizes have been raised by NPR 15 per crate. Each crate contains 30 eggs.

The price of XL eggs at farm level is now NPR 560 per crate, up from NPR 545 previously.

Similarly, the large egg price has increased to NPR 545 from NPR 530 per crate. Medium eggs have also gone up to NPR 515 per crate from NPR 500.

For small eggs, the price has changed from NPR 400 per crate to NPR 3,000 per petti (a different packaging unit).

Although farmers’ farm support prices have increased, retail prices for consumers remain unchanged at NPR 25 per egg, according to the association.

Suspect Arrested in Jhapa After Body Found in Sack Near Damak Creek

22 Jestha, Kathmandu – Police have arrested a suspect in connection with the murder of a young woman in Damak, Jhapa, whose body was found wrapped in a sack and disposed of near a creek. The Jhapa District Police Office announced the arrest on Thursday night.

On Jestha 16, the body of a young woman was discovered under the bridge of Ratuwamai Creek in Damak Municipality–10, inside a white sack. The deceased was identified as 21-year-old Roma (Rama) Tiwari from Basant Tole, Damak–8. Her father, Narayan Tiwari, also positively identified the body.

Following the discovery, a joint investigation team from the Koshi Provincial Police Office in Dharan and the Jhapa District Police Office initiated an inquiry. Through detailed surveillance at the crime scene, technical analysis, and examination of CCTV footage, police were able to identify the suspect.

The suspect has been identified as 34-year-old Rakesh Kumar Pandit from Araria District, Bihar, India. Currently residing in Damak Municipality–5, Pandit works as a tiles craftsman. He was apprehended from his room around 11 p.m. on Thursday.

During initial questioning, Pandit confessed to the killing. He stated that the murder occurred following a dispute over money. Police have also recovered the T-shirt, pants, shoes worn by the victim, as well as the motorcycle used to transport her body.

Sulabh Chaudhary and Ankita Pande Win Gold Medals in Individual Kata at 18th Indo-Nepal Open Karate Championship

Sulabh Chaudhary and Ankita Pande from Nepal secured gold medals in the individual kata category at the 18th Indo-Nepal Open Karate Championship. The competition, held at Texas College in Mitrapark, features a total of 254 players from Nepal and India. The final matches of the event, organized with the technical support of Nepal Goju-Kai Karate-Do Association, will take place on Saturday, 22 Jestha, in Kathmandu.

On Friday, Sulabh Chaudhary and Ankita Pande won gold medals in the men’s and women’s individual kata events, respectively.

In the men’s category held at the organizing venue Texas International College in Mitrapark, Mohammad Tahsin Uddin Ansari from India won the silver medal, while Nepal’s Nischal Rai and India’s Darshit Rathi shared the bronze medals. In the women’s category, Nepal’s Anugnya Adhikari finished in second place, with India’s Suhana Shah and Nabholgan Barik securing third place.

The tournament was inaugurated through a program by Dr. Shyamsundar Shrestha, Principal of Texas College. The championship features 232 participants from Nepal and 22 from India, totaling 254 players. Indra Bahadur Shahi Khadge, General Secretary of the Goju-Kai Karate-Do Association and tournament coordinator, provided details that there are equal competitions in both men’s and women’s divisions, including 11 individual kata events each.

On the final day, Saturday, all semifinals and finals across the categories will be held.

Demand to Make Pro Bono Legal Services Mandatory for Justice Access of Foreign Employment Victims

May 22, Kathmandu – Stakeholders have emphasized the need to make free legal services (pro bono) offered by legal professionals compulsory to ensure justice access for workers and their families who have been defrauded during foreign employment. This view was expressed during a workshop held in Kathmandu on “Access to Justice for Workers in Foreign Employment and Their Families,” jointly organized by the International Organization for Migration and the People Forum for Human Rights.

In a paper presented at the event, Advocate Somprasad Luitel highlighted that foreign employment-related cases take between 5 to 10 years to resolve, and out of those who win cases, only about 11 percent receive compensation. He stressed that legal professionals should take the initiative to provide free legal advice and support to victims of foreign employment. Luitel stated, ‘The contribution lawyers make to society is pro bono work. It is time for the Nepal Bar Council to mandate a fixed minimum period of pro bono service when renewing lawyers’ licenses.’

The People Forum reported having provided free legal aid to over 36,000 victims of foreign employment so far. It was emphasized that the legal aid provided by the state and pro bono services offered personally by lawyers should be integrated. Saraswati Shrestha, Vice President of the Nepal Bar Association, noted that the Bar has issued the “Pro Bono Directive 2075” and circulated it to all 90 Bar units. She added, ‘We have established a dedicated desk and room within the Bar. We are also encouraging senior lawyers to handle at least five free cases annually.’

Similarly, Ravi Narayan Khanal, Member of the Nepal Bar Council and senior advocate, described pro bono service as a lawyer’s humanitarian duty. He proposed the “Pro Bono Birthday” concept, where lawyers take a case free of charge on their birthday, and recommended using technology to record statements from victims residing abroad. Dr. Gyanu Gautam from Kathmandu School of Law emphasized the need to involve law students in research and drafting by operating “Legal Clinics” at the local level. Purnima Limbu of IOM Nepal expressed concern that access to justice is a fundamental right, yet only a small fraction of thousands of complaints registered with the Foreign Employment Department reach conclusive outcomes.

Participants in the discussion expressed confidence that coordinating with judicial committees at rural municipalities and municipalities to enhance legal literacy would help workers avoid fraud and facilitate easier access to justice. The workshop concluded that since only 15 percent of victims are aware of the complaint procedures and lack of evidence often leads to case losses, there is still a significant need for extensive work in this sector.

Rastriya Swatantra Party Madhesh Faces Conflict in Ward-Municipality Assemblies; Complaints Registered with Central Committee

Disputes have arisen within the Rastriya Swatantra Party (RASWAPA) Madhesh Province following the selection of representatives in various wards and municipalities that violate the party’s constitution. As conflicts escalated, the Disciplinary Commission has directed the indefinite suspension of ward and municipal assemblies in the districts of Saptari and Siraha. Internal tensions within the party intensified after a leadership announcement was made in Janakpur Sub-Metropolitan City, contrary to Election Commission directives.

Kathmandu, 5 June – Controversies have erupted during RASWAPA Madhesh’s ward and municipal assemblies due to the appointment of representatives and leadership contrary to party statutes. Complaints filed with the Central Disciplinary Commission have primarily originated from Madhesh, highlighting the highest number of grievances from the region at the lower-tier assembly level. The Election Commission has instructed the suspension of assemblies in these areas until disputes are resolved following objections to new leadership selections at the municipal and ward levels.

While investigations and final decisions on the complaints are pending, Disciplinary Commission Chief Bhuvan KC has mandated the suspension of ongoing elections. The Election Commission reported that among the eight districts in Madhesh, five are embroiled in conflicts, necessitating the halting of all assemblies in affected locations. Numerous disputed wards and municipalities are concentrated in Saptari and Siraha. Assemblies have been unable to commence in municipalities such as Jaleshwar, Ekdara, Matihani, Manra Shiswa, and Pipara in Mahottari district.

Similarly, in Dhanusha, assemblies have been suspended in Janakpur Sub-Metropolitan City as well as in Janaknandini and Ganeshman Charnath municipalities due to ongoing disputes. The unresolved conflict within the Ganeshman Charnath municipal assembly led dissatisfied party members to stage a lockdown at the district party office in Janakpurdham on Friday. The dissenting faction alleges that party leadership is attempting to legitimize the controversial committees, disregarding both Election Commission directives and the sentiments of the general party membership.

Bagmati Province Wins 16th Central President’s Running Shield Championship

Bagmati Province successfully defended its title by winning 22 gold medals at the 16th Central President’s Running Shield Sports Competition. Sudurpashchim Province secured second place with 19 gold medals, while Lumbini Province finished third with 12 gold medals. The upcoming 17th President’s Running Shield competition is scheduled to be held in Koshi Province from February 19 to 22. (May 22, Kathmandu)

As the defending champion, Bagmati Province once again triumphed in the 16th Central President’s Running Shield Sports Competition held on Friday. The province topped the leaderboard by winning 22 gold, 21 silver, and 13 bronze medals across six sports. The event was organized by the National Sports Council (Rastriya Khelkud Parishad – RAKHEP), with co-organization by Bagmati Province Sports Development Council and Nepal International Pvt. Ltd. Sudurpashchim Province claimed the second position in the competition.

Sudurpashchim Province secured 19 gold, 9 silver, and 14 bronze medals. Lumbini Province ranked third with 12 gold, 15 silver, and 18 bronze medals. Gandaki Province came fourth, followed by Koshi Province in fifth, Madhesh Province sixth, and Karnali Province seventh. During the three-day competition, a total of 686 athletes from seven provinces competed in athletics, volleyball, kabaddi, taekwondo, karate, and wushu.

The winners were awarded prizes by RAKHEP Member-Secretary Ramcharitra Mehta, Chief Advisor to the Minister of Education and Sports Siddhi Byanjankar, and Advisor Raju Singh, among others.

Cash prizes totaling approximately NPR 1.2 million were distributed to the medalists. The 17th edition of the competition, to be held in Koshi Province from February 19 to 22, looks promising for all participants. At the opening ceremony held on Wednesday, President Ramchandra Paudel handed over the flag to Biplav Ghosh, Member-Secretary of the Koshi Province Sports Development Board, marking the commencement of the upcoming competition.
