The Ministry of Education had allocated a budget of NPR 3.6 million under the Presidential Educational Reform Program to start the building construction. However, the work has been suspended due to the inability to secure additional funds.

The unfinished building has put students in a difficult situation. Currently, the school offers education up to grade four with 19 students enrolled, according to Principal Shivani Pun.

Investigation Status of Inisa’s Body Awaiting Justice for 18 Days

Summary of the Report

Editorial review completed.

  • The investigation into the rape and murder of 16-year-old Inisa is in its final phase, with plans to file charges against all four accused.
  • The Central Investigation Bureau (CIB) team has returned to Kathmandu after completing their probe, while the District Police Office in Surkhet awaits three laboratory reports.
  • The victim’s family has taken a firm stance refusing to cremate Inisa’s body until justice is served, as nationwide protests demanding justice continue.

March 23 (10 Chaitra), Surkhet – The investigation into the rape and murder of 16-year-old Inisa Bika remains unfinished. Inisa, who died on 23 Falgun, has been held in the morgue of Karnali Province Hospital for 18 days.

Her body has been waiting for justice for the past 18 days. The victim’s family refuses to proceed with the cremation unless justice is delivered for their daughter.

“Our daughter’s life is lost; what purpose would it serve to perform her last rites now? We have decided not to claim her body until the perpetrators are punished,” said Indra Bahadur Bika, Inisa’s father. “Delay in justice is equivalent to denial of justice. We urge for swift justice.”

Across the country, protests and pressure campaigns continue to demand justice for Inisa. The family remains dissatisfied as the full details have yet to be publicly disclosed even after 18 days.

With the delay in justice, Indra Bahadur, who works in Dubai, is nearing the end of his leave. “My holiday is over. I invested in going to Dubai for work, with good salary and benefits,” he said. “The cremation has not yet taken place here, yet they have begun summoning me there.”

Though his daughter is no longer alive, he must return abroad for his son and family’s support. However, he has started doubting whether his daughter will ever receive justice. “The police have not provided clear information about the case so far. It seems the incident is becoming mysterious,” he added.

Immediately following the incident, the victim’s family registered charges of murder and rape against all four accused, claiming it was a case of gang rape followed by murder. On 23 Falgun, police detained a 16-year-old boy on charges of rape at the crime scene. Based on his statement, three other individuals were also taken into custody for investigation.

CIB Completes Investigation and Returns

The Central Investigation Bureau (CIB) team that came to Surkhet for the probe into Inisa’s case has returned to Kathmandu.

DSP Mahonjang Budhathapa, information officer of Surkhet District Police Office, stated, “The CIB team completed their investigation and returned to Kathmandu on Sunday. We are in the final phase of the investigation and are awaiting two laboratory reports.”

Following nationwide protests demanding truth and justice for Inisa involving schools, students, and social organizations, the Surkhet Police requested additional support from CIB on 28 Falgun. From 29 Falgun, a specialized team led by a police inspector has been working on the investigation.

The District Police Office had already completed its first phase of investigation. Considering the severity of the case, they sought assistance from the CIB for the further probe. Meanwhile, the District Police Office has formed a separate team to work on the investigation concurrently.

In total, four teams from Nepal Police, including the CIB, have conducted investigations into this incident.

Current Status of Investigation

The investigation into the Inisa case is in its concluding stage. The CIB has submitted its report to the Surkhet Police.

According to DSP Budhathapa, the police have completed all investigative work except for three pending reports: toxicological, viscera, and bio-serological. The investigation will conclude once these reports are received. “The postmortem, CIB, and digital reports are already in. The forensic report is also expected soon,” he said.

The postmortem report indicates that Inisa died due to severe injuries to her sensitive organs resulting in excessive bleeding after forced sexual intercourse.

The youth arrested at the scene stated that he lost consciousness due to heavy bleeding during intercourse with Inisa. The other three accused claimed they were only there to assist.

The police have confirmed that the statements of the youth and details from security camera timings and call records align with each other.

Charges to be Filed Against All Four Accused

Authorities are preparing to file charges against all four accused in connection with Inisa’s case. Statements and forensic test reports of all detained individuals are ready for submission to the government attorney’s office.

“We have completed 99 percent of the investigation. In the next day or two, all reports will be sent to the government attorney,” said an officer involved in the investigation.

The 16-year-old boy detained was reportedly in a consensual relationship with Inisa for some time and had gone to the forest near Shaheed Park on the morning of 23 Falgun.

According to his statement, the sexual contact was consensual until he suddenly lost consciousness due to Inisa’s heavy bleeding. “When Inisa stopped responding, I became frightened and called my friends,” he said.

The other three youths reportedly arrived only to provide assistance. Based on statements and CCTV footage, the timeline matches according to police, though their involvement remains unconfirmed.

The police also stated that charges will be filed against the three as well for failure to report the incident to authorities promptly.

Marriage and Self-Reflection

In the 2050s B.S., we entered into the bond of marriage. Our marriage was founded on inter-caste love. Both of us were teenagers then but were conscious of social status, family structure, and dignity. Even at that time, we felt that nothing could hinder love, and we still firmly believe that our decision was right. We remain steadfast and satisfied with our relationship. Looking back, we might have been immature in age, but we possessed the necessary understanding regarding responsibility, affection, and morality.

A few years after marriage, our daughter was born, followed by our son after six years. Under the joint guardianship of grandparents, great-grandparents, and uncles, our children were raised. After our daughter passed the SLC examination, she began her 11th-grade studies at a school hostel in Kathmandu. Time passed, and both children completed their education. Our daughter graduated with a bachelor’s degree. We are proud that our children have grown up to be humble, ethical, and practical, steering clear of any wrongdoing. We consider ourselves fortunate for this.

During our daughter’s postgraduate studies, one day she approached me and said, “Mom, I need to talk to you about something.” Initially, I was a bit worried, and many questions arose in my mind. After a brief pause, she revealed that she was in a romantic relationship. Then a stream of questions flooded my mind—Who is the boy? What kind of person is he? What is his family like? We began considering how to manage the situation in the days ahead. It took some time to convince my husband, but eventually, he trusted her. Our daughter introduced the boy she liked during her graduation ceremony. At that moment, her father was surprised by this unexpected meeting. He is typically a quiet, studious man who maintains close relationships only with select people.

It did not take long for him to accept our daughter’s relationship. Although she was of marriageable age, she still seemed young to us. We considered ourselves mature but did not see her as ready for marriage. At the time, we only viewed the truth as a dream. During the last Dashain festival, the boy’s family came to formally request our daughter’s hand in marriage, and negotiations began. On the 28th of Falgun, the daughter’s wedding was successfully held. She left happily, and we felt that we had fulfilled our duty successfully.

Many lessons in life are learned more through experience than from books. The meaning of true friends and relatives is also understood this way. Some relatives are not truly relatives, while some can be more affectionate, helpful, and respectful than others. These reflections compel us to appreciate genuine and intimate relationships fully and to savor the sweetness of life—nothing can stop you from doing that.

US Stock Markets Rise as Crude Oil Prices Fall Following Iran Conflict Developments

10 Chaitra, Kathmandu – Relief signs emerged in global markets on Monday evening after the escalation of the conflict between the US, Israel, and Iran sparked concerns worldwide.

US President Donald Trump announced updates on ongoing negotiations with Iran via social media, raising hopes not only for a de-escalation of the conflict but also for a positive impact on the global economy. However, Iran has made it clear that no direct talks have taken place with the US.

Following Trump’s message, significant gains were recorded in the US stock markets. Monday saw sharp movements on Wall Street, with the S&P 500 index—which tracks shares of 500 major US companies—as well as the Nasdaq index, which heavily features technology firms, all closing higher, indicating a broadly positive market sentiment.

Despite the optimism, Iran’s outright denial of direct negotiations kept the market rise somewhat restrained.

In Nepal, the stock market experienced fluctuations throughout Monday but ultimately ended on a positive note. The NEPSE index increased by 5.01 points.

Meanwhile, neighboring India’s stock market closed with substantial losses; however, by evening, the India-linked futures index ‘GIFT Nifty’ demonstrated a remarkable increase of approximately 900 points (4%). On Tuesday morning, it saw an additional rise of around 2%, which is being interpreted as a positive market signal.

Decline in Crude Oil Prices

Following President Trump’s announcement of positive talks with Iran and a decision to postpone military action for five days, international crude oil prices saw a sharp decline.

The price of Brent crude oil, which had previously exceeded $114 per barrel, dropped by 11–13%, falling below $100 per barrel before partially recovering.

This decrease is being viewed as a positive indicator for global markets.

Mahavir Pun Urges Strict Action Against Corrupt Officials from Day One

March 23, Kathmandu – Former Education Minister Mahavir Pun has emphasized that the upcoming government must take stringent action against corrupt individuals from the very first day, ensuring no corrupt official continues unchecked under any pretext.

Pun, elected as a Member of Parliament from Myagdi, wrote on social media platform Facebook on Tuesday morning that if existing regulations hinder punishment of corrupt individuals, new rules should be enacted immediately. He stated, “The new Rastriya Swatantra Party government must, starting from day one, unmask corrupt officials by revising rules so they can never recover. If the rules obstruct, new laws must be promptly established.”

Expressing concern that failure to control corruption would severely betray the people, Pun predicted that the Rastriya Swatantra Party (Raswapa) itself will eventually fade away. He added, “Within three months, the people should begin to feel good governance. I will fully support the government in eradicating corruption and mal-administration.”
