May 24, Kathmandu – Indra Bahadur Baniya, Chief Minister of Bagmati Province, has announced that the upcoming budget will focus on creating an environment where the poor can sustain their livelihoods. Speaking at the annual session of the Bagmati Provincial Assembly, which commenced on Monday, Chief Minister Baniya emphasized that the republic was established for the benefit of the poor and reiterated the government’s commitment to ensuring livelihood opportunities for all.

Chief Minister Baniya highlighted that the budget will not be the sole property of any single political party but will represent a collective policy, program, and budget agreed upon by all political factions. Priority sectors for the coming year include education, health, road infrastructure, and drinking water projects, with the provincial government set to take firm steps to promote good governance.

“The provincial government is committed to advancing through consensus, cooperation, and coexistence alongside the federal and local governments,” he stated. “Similarly, the federal government should coordinate with provincial and local governments for collective progress.”

While expressing dissatisfaction over the reduction of facilities for personal secretaries of provincial assembly members, Chief Minister Baniya noted that facilities for personal secretaries of federal parliamentarians have not been cut. At the meeting, former Chief Minister and Parliamentary Party Leader of the Nepal Communist Party (NCP) in the province, Shalikram Jamkattel, stressed the importance of continuing the provincial pride projects initiated under his leadership. He also expressed frustration over the long-vacant position of the Provincial Assembly Speaker.

Nepal Fails to Advance Beyond Second Round in World Cup Qualifiers

Despite nearly four decades of participation in FIFA World Cup qualifiers, Nepal has yet to progress beyond the second round. In the qualifiers for the 2026 FIFA World Cup, Nepal was unable to secure victory in the second stage and was consequently eliminated from the competition. Following the loss of international recognition for Dashrath Rangasala, Nepal has been compelled to host its home matches on foreign soil. Coaches have emphasized the necessity of a sustained domestic league and long-term strategic planning for football development.

May 21, Kathmandu – With less than three weeks remaining until the start of the FIFA World Cup 2026, the tournament will be jointly hosted by the United States, Canada, and Mexico, marking the first edition featuring 48 participating nations. Recognized as the world’s largest football competition, the World Cup is widely discussed across all levels in Nepal, from social media platforms to local tea shops.

Although Nepali supporters have made their presence felt during the World Cup qualifiers, the enthusiasm does not reach full intensity compared to other countries. Nepal has typically been eliminated in the first round throughout its four decades of participation. On the rare occasions when Nepal advanced to the second round, the team’s performance was notably weak. Nepal made its debut in the FIFA World Cup qualifiers in 1986 during the Mexico tournament and has participated in nearly every subsequent qualification campaign, except for two occasions, but has never moved past the second stage.

Nepal did not participate in the 1994 qualifiers, while in 2006 it withdrew after registering, incurring a fine of $10,000. In the 2014 qualifiers held in Brazil, Nepal reached the second round for the first time, achieving an impressive 7–1 victory over Timor-Leste. However, the team was eliminated after a heavy 11–1 defeat to Jordan. Nepal exited in the first round during the 2018 qualifiers for Russia and directly entered the second round in the 2022 qualification cycle, ranked among Asia’s top 34 teams—earning a second chance at the second round.

In the second round group featuring Australia, Kuwait, Jordan, and Taiwan, Nepal secured only two wins across eight matches and was eliminated. During the 2026 qualifiers, Nepal successfully cleared the first round for the second consecutive time by defeating Laos with an aggregate score of 2–1 to advance. However, placed in Group H of the second round, Nepal was eliminated by the group winner. The group winner and runner-up were to advance to the AFC Asian Cup and the third round of World Cup qualifiers. Unfortunately, Nepal finished last in the group and ended its campaign after securing just one draw and suffering five losses out of six matches.

During the second round, Nepal conceded 20 goals but managed to score only two. In home-and-away fixtures, Nepal lost 8–0 to the UAE, 4–2 to Yemen, and 8–0 to Bahrain. Except for the match against Yemen, Nepal was not permitted to play on home ground. After Dashrath Rangasala lost international recognition, the Nepali team was compelled to play away games against UAE and Bahrain abroad, denying players the chance to compete on their own turf and fans the opportunity to enjoy World Cup qualifiers at home.

In its four decades of World Cup qualifying history, Nepal has only managed to reach the second round three times and has been eliminated in the first round in most campaigns. The All Nepal Football Association (ANFA) has faced leadership disputes, along with the absence of a regular league, resulting in player migration and the weakening of Nepali football. Renowned coach Balkopal Maharjan stated, “It is impossible without a long-term plan.” Observing the current circumstances, he remarked that Nepal’s chances of qualifying for the World Cup have become nearly impossible. Maharjan added, “Football leadership has been embroiled in conflicts for four years, and football operations have stalled. What kind of training, academies, and competitions have been given to young generations nationwide? Where are the results and schedules for the U-16, U-17, U-19, and senior teams? This shows that qualifying for the World Cup is merely a myth for Nepal.”

Coach Maharjan highlighted that Nepali football has declined significantly due to the lack of a fundamental league structure, stating, “A league is held only once every four years in Nepal, which has caused football to regress further.” Without proper management of grassroots initiatives and academies and resolution of disputes within football leadership, the development of Nepali football appears unfeasible. Veteran player, captain, and coach Rajukaji Shakya also stressed the importance of long-term planning, noting that qualifying for the World Cup is impossible without it. He said, “We need to move forward with a long-term plan. Whether sooner or later, we can qualify for the World Cup. The Women’s World Cup will be held in 2031, only five years away. We must improve our strategies, investments, and infrastructure with deliberate planning.”

Shakya believes Nepal must learn from strong football nations like Japan and develop comprehensive long-term strategies. “Japan is pursuing a goal to win the World Cup by 2050, and Nepal must undertake planned efforts as well. While India is still struggling in football, Nepal needs to work harder and create more detailed plans,” he stated.

Irregularities Found in Kageshwari Manohara and Gothatar Water Industries; 149 Non-Compliant Jars Destroyed

According to the department, the industries were found filling water in cracked and damaged jars, had not renewed their operating licenses, and showed significant negligence in the infrastructure and sanitation of their production facilities.

Under the Food Hygiene and Quality Control Act 2024 (Nepali year 2081), water samples were collected from three of these industries and sent for laboratory testing.

What enforcement actions were taken?

Ocean Drinking Water Industries, located in Gothatar–7, was found operating without renewing its food license. The inspection also revealed broken pipelines and usage of jars from other companies.

The department destroyed 73 old, damaged, and cracked jars at this site. After collecting water samples, the industry was instructed to visit the office within seven days to present corrective measures.

At the Bhadrakali Water Industry Complex in Kageshwari Manohara–7, the department noted cracked tiles outside the jar filling room and potential accumulation of water during the rainy season.

They destroyed 41 old and crushed jars there and directed repair and maintenance to prevent water stagnation. Water samples were also collected from this industry.

At Manohara Food & Beverage Pvt. Ltd. in Kageshwari Manohara–7, Biregaun, it was found that the same room was used for both washing jars and filling water.

This posed possible contamination risks, so the department ordered separation of the jar washing and water filling areas. Nineteen old jars were destroyed and water samples taken for testing.

Similarly, 16 old and damaged jars were destroyed at Siddhakali Aqua Water Industry in Kageshwari Manohara. Additionally, the mandatory UV light equipment essential for the water filling area was found missing; immediate installation was ordered.

With market demand for bottled water high, the department has tightened oversight after discovering that industries were filling water into non-compliant jars and neglecting sanitation standards.

The department noted that further enforcement actions will proceed upon receipt of laboratory reports from the collected samples.

Due to dissatisfaction within the party, three lawmakers from the Communist Party of Nepal (Unified Marxist-Leninist), UML, who were called to take oath as ministers this evening, returned without taking the oath.

Chief Minister Krishna Prasad Yadav had prepared to appoint Sharadadevi Thapa, Manojkumar Singh, and Lakhan Das from UML as ministers and administer them the oath today. He had summoned them for the oath-taking ceremony at 5 pm.

Regarding the dissatisfaction within the NCP, three parties held talks lasting nearly two hours and 30 minutes. During the discussions, a new 13-point framework agreement was developed. The plan is to expand the government only after signing this agreement on Tuesday.

Earlier, there was a nine-point agreement, but it had not been signed and was expanded by adding more points to reach 13.

The agreement includes provisions such as excluding projects with budgets under 10 million NPR from the upcoming budget, implementing projects through open competition, limiting the number of ministries to nine, establishing criteria for staff transfers, and canceling all consumer committee letters whose validity has expired as per law.

Following this agreement, the plan is to appoint the three UML lawmakers along with a Finance Minister from the NCP tomorrow at 2 pm and administer their oaths.

May 24, Kathmandu – The Supreme Court on Monday issued an interim order directing that former Prime Minister Sher Bahadur Deuba and his wife, former Foreign Minister Arju Deuba, not be arrested, stating that the court issuing the arrest warrant lacked jurisdiction.

The former Prime Minister had approached the Supreme Court through his lawyers, challenging the arrest permit issued by the District Court as unlawful.

The new ordinance requires that arrest warrants related to the Assets Scrutiny Department be issued by the Special Court. However, the permit in question was obtained from the District Court.

The Supreme Court’s order prohibits arresting the Deuba couple based on the District Court’s permit. The police may arrest them only if a separate warrant is issued by the Special Court.

The bench, comprising Justices Mahesh Sharma Paudel and Nityanand Pandey, raised jurisdictional questions and granted the interim order not to arrest the couple.

The Supreme Court’s order stated, ‘An interim order has been issued in favor of the respondents directing that they not be arrested based on the arrest warrants issued by the Kathmandu District Court.’

On March 7, 2026, the Assets Scrutiny Department had obtained a permit from Kathmandu District Court for the arrest of former Prime Minister Deuba and his wife Arju Rana Deuba.

According to the Supreme Court’s order, Arju’s full name was not mentioned when the permit was requested and granted.

Jurisdiction Questions

After the arrest permit was valid, the government introduced a new ordinance published in the Nepal Gazette on April 30, 2026, which mandates that cases filed by the Assets Scrutiny Department be heard by the Special Court.

Under the Criminal Procedure Code, 2017, only the court hearing the case can grant an arrest permit.

The Supreme Court intervened to stop arrests based on District Court permits for individuals whose cases are in the Special Court.

What About the Name?

The Supreme Court noted that while the former Prime Minister’s name appears in the investigation file, Arju’s full name was not recorded; she was simply referred to as ‘his wife.’

According to the Muluki Criminal Procedure Code, when requesting an arrest permit, details such as full name, address, identification details, and brief description of the offense are mandatory.

‘However, these legal procedures were not complied with when obtaining and granting permission from the department and the District Court,’ said the Supreme Court, ‘hence, the process does not meet the legally prescribed standards.’

Individuals may be detained if they jump bail, destroy evidence, or obstruct investigations, but the Supreme Court emphasized that arrests must follow the legal provisions of the law.

The court stated, ‘Arrests must be carried out only in accordance with legal procedure and cannot be done arbitrarily under any circumstances.’

So far, no arrest permit has been requested from the Special Court, nor has any warrant been issued by that court.

The government had previously sought Interpol’s assistance for Red Corner Notices against the Deuba couple based on the arrest warrant but Interpol delayed issuing notices due to insufficient evidence.

The Deuba couple faces allegations of unlawful acquisition of property through misuse of office. A video showing their home allegedly set on fire during the Janajati (GENJI) protest has gone viral on social media and is under investigation by the Assets Scrutiny Department.

The department is investigating by collecting the Deuba family’s property details and other evidence. Following the formation of the government headed by Prime Minister Balen, the court had issued the arrest permission.

Nepal and South Korea Agree to Strengthen Cooperation in Agriculture Sector

Minister for Agriculture, Forest and Environment Gita Chaudhary and South Korean Ambassador Park Tae-young have agreed to enhance bilateral cooperation. Minister Chaudhary expressed expectations for increased technical support from South Korea in digital agriculture and climate-smart farming. Kathmandu, 24 May – During this meeting, it was announced that Nepal and South Korea have agreed to further strengthen and make partnership efforts more effective in the fields of agriculture, livestock, forest, and environment.

Ambassador Park reported encouraging results from 108 advanced breed cows (heifers) distributed in Nepal through Korean assistance. He mentioned that milk production has doubled compared to local breeds and that calves up to the third generation have been born. He also shared plans to develop a “Livestock Cluster Hub” in the Sindhuli area in the near future.

Through Korea International Cooperation Agency (KOICA), projects such as the “Climate-Resilient Rice Production Program” for the Terai region and the development of vegetable value chain programs have been implemented. Minister Chaudhary expressed gratitude for Korean assistance and noted that the current government prioritizes strengthening the Dairy Development Corporation (DDC) and expanding modern dairy technologies.

Both parties reiterated their commitment to making the long-term relationship between Nepal and South Korea more fruitful and to further expanding programs like “Learn and Earn.”

176 Everest Climbers from 26 Countries Gather in Kathmandu

May 24, Kathmandu – A total of 176 Everest climbers from 26 countries are arriving in Kathmandu to participate in the second edition of the ‘Everest Summiters Summit–2026.’ Organized by Everest Alliance Nepal in collaboration with the Ministry of Culture, Tourism and Civil Aviation, the summit is scheduled to be held in Kathmandu on June 10.
Everest Alliance Nepal’s Chairman, Sudarshan Nepal, stated that the climbers will be honored with special medals and certificates. “We initiated this event last year to recognize and honor Everest climbers,” he said. “The grand success of the first edition highlighted its significance and scope.” He also emphasized that the summit has become a global platform beyond Nepal.
“This year, with direct support and coordination from the Nepal government, we are even more motivated,” he added. The summit aims to unite voices for the future of the Himalayas and to acknowledge the unique courage and contributions of Everest climbers worldwide. Organizers hope the event will boost Nepal’s mountain tourism on the international stage and further honor the brave climbers.

Five-Story House Built on Firkhe Khola by Former Maoist Leader; He Admits: ‘I Gambled and Lost’

Pokhara Metropolitan City has begun deploying bulldozers to demolish illegal structures constructed by encroaching on Firkhe Khola. Former Maoist leader Gyanbahadur Koirala has admitted to building a five-story house on Firkhe Khola in violation of regulations. Gyanbahadur is a former Maoist leader. After the Maoist peace process, he served for an extended period in the multi-party mechanism of Pokhara Metropolitan City. Prior to local elections, this multi-party body played a role in policy formulation and development projects of the metropolitan. Ironically, the person responsible for overseeing development, regulation, and good governance in the city has violated state law by constructing structures atop the riverbank—moreover, not just one but two such buildings. The city’s bulldozing campaign, launched Sunday, initially targeted areas downstream of the Firkhe Khola bridge.

Gyanbahadur acknowledged that he built the house without adhering to standards or obtaining proper permission. He said, “I gambled; I knew I might lose someday.” He indicated that the house was constructed on the Firkhe Khola about four years ago. “Since I wasn’t granted permission according to regulations, I built it accepting whatever consequences might come later,” he stated. He has suffered both financial and social losses due to illegal gambling.

Similar to Gyanbahadur, 35 individuals and 11 institutions have unlawfully constructed permanent houses and buildings on Firkhe Khola. Even government bodies have exploited the riverbank. Educational institutions like Pokhara Engineering College and Little Step School have occupied significant portions of the river. The approximately 8-kilometer-long Firkhe Khola has not only faced rapid development pressure in recent decades but has consistently been a center of controversy and public debate.

Government Prioritizes Transmission Lines and Irrigation Projects in Upcoming Fiscal Year Budget

The government has prioritized 11 transmission line projects and six national pride irrigation initiatives in the budget for the upcoming fiscal year 2083/84. The Ministry of Energy has adopted a policy to complete existing project obligations but decided not to progress with new large projects. Energy expert Prabal Adhikari noted that substantial investment in transmission infrastructure will be necessary to meet the target of 30,000 megawatts of electricity production over the next decade.

The Ministry of Energy, Water Resources and Irrigation has placed electricity transmission lines at the top of its agenda in the budget for the upcoming fiscal year. Officials from the ministry stated that the government will allocate special emphasis on constructing transmission lines in the budget presented on Jestha 15. A sufficient budget has been allocated for the construction of 11 transmission lines within the coming year, spanning voltage levels from 132 kV to 220 kV.

The Ministry of Energy has committed to prioritizing these projects by ensuring budget and timelines. The list includes transmission lines such as Lalbandi–Nawalpur–Salimpur 132 kV, Kushaha–Biratnagar 132 kV, Nepalgunj–Nanpara 132 kV, Kushma–Talli Modi–Naya Modi 132 kV, Naya Modi–Lekhnath 132 kV, and Kohalpur–Surkhet–Dailekh 132 kV. Additionally, the budget also allocates funds for Kaligandaki–Ridi 132 kV, Tumlingtar–Sitalpati 220 kV, Dhalkebar–Bhaluganga 132 kV, Bhume–Hakui 132 kV transmission lines, as well as the Nepal–India electricity transmission and trade projects.

Woman Dies After Being Struck by Train on Janakpur-Jaynagar Railway Line

May 24, Janakpurdham – A woman was fatally struck by a train on the Janakpur-Jaynagar railway line. The incident occurred at 5:32 PM on Monday, approximately 600 meters east of Baidehi Station in Dhanusha Bideha Municipality–9, as the train was traveling from Jaynagar towards Janakpur.

According to Madhusudhan Nyaupane, spokesperson for Dhanusha Police, the approximately 30-year-old woman suffered fatal head injuries after being hit by the train at the accident site. The Dhanusha District Police Office has stated that further investigation into the incident is ongoing.

Police have also reported that the identity of the deceased woman has not yet been established.

Nepalese Team Prepared to Compete in 22nd U-20 Asian Athletics Championship in Hong Kong

An eight-member Nepalese delegation, including five athletes, is set to depart on Tuesday to participate in the 22nd U-20 Asian Athletics Championship scheduled to take place in Hong Kong from May 28 to 31. The team will see three male and two female athletes competing across various events.

On Monday, Ramcharitra Mehta, Member Secretary of the National Sports Council, bid farewell to the Nepalese athletics team during a send-off ceremony, wishing them success. From Golchha to Pandey Detained, GB Rai Still at Large Amidst Rs 21 Billion Cooperative Fraud

GB Rai, who absconded after embezzling over Rs 21 billion from cooperatives, continues to have his personal companies operating unabated. The government has initiated the process of refunding small savers of the troubled cooperatives by establishing a revolving fund of Rs 25 crore. Despite being on the run for five years with the assistance of government mechanisms, GB Rai’s companies are still in operation. Rai, who defrauded more than Rs 21 billion from over a dozen cooperatives, remains at large despite being sought by Nepal Police in Malaysia. Meanwhile, the personal companies, including networking firms funded by the public’s savings invested through the cooperatives, continue their operations.

GB Rai allegedly funneled cooperative savings into his private companies such as Nature Herbs and Gorkha Ayurveda Pvt. Ltd., both of which remain active. According to an audit report, Swarnalaxmi Cooperative, operating in Kathmandu and Lalitpur, had savings totaling Rs 371,172,023 as of mid-July 2022. Of this, Rs 310,532,707 was reportedly misappropriated and invested as loans, indicating fraudulent practices.

The government has commenced refunding the savings of small depositors in distressed cooperatives since Monday, May 17. Approximately 76,000 depositors from troubled cooperatives are expected to be reimbursed around Rs 4.6 billion. Cooperative Minister Rawal stated, “Some cooperatives associated with GB Rai have become problematic, and many are facing issues.”

Regarding the cameras, the tablet will sport a 13-megapixel rear camera and an 8-megapixel front camera. It will house a large 8,000 mAh battery and support 67-watt fast charging. The device will operate on Oxygen OS 16, which is based on Android 16.

The specifications closely match those of the Oppo Pad Mini released in China in April. It appears OnePlus plans to rebrand Oppo’s tablet for the global market. According to sources, the tablet may be launched in markets including India during the third quarter of 2026 (July to September). However, OnePlus has yet to make an official announcement regarding this device.

High-Level Committee Formed to Resolve Conflicts Between Local Representatives and Staff

11 Jestha, Kathmandu – The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration has established a high-level committee to address disputes arising between elected local representatives and administrative staff. Particularly, conflicts over policy issues between Chief Administrative Officers (CAOs) appointed by the federal government and local representatives have led to delays in decision-making, challenges in budget implementation, and an increase in arrears.

To thoroughly examine these issues and develop long-term solutions, the Ministry has formed the committee under the coordination of the Secretary. The committee includes the Deputy Secretary from the Prime Minister’s Office, as well as representatives from the National Associations of Municipalities and Rural Municipalities. Among the problems identified are prolonged vacancies in the CAO positions, late arrivals or absenteeism by recently transferred or appointed CAOs, lack of coordination with local representatives, engagement in actions against good governance and self-interested behaviors, and failure to professionally support the implementation of local government decisions.

The committee is tasked with studying these matters and recommending sustainable solutions. It will also investigate issues such as pressuring staff to authorize payments for illegal activities without completing necessary procedures, excessive expenses related to staff appointments, fuel distribution, and hosting guests. The pressure exerted by local representatives has resulted in some unlawful decisions, exposing staff to future risks of corruption charges and escalating conflicts between employees and representatives.

To enhance the effectiveness of local government operations and promote good governance, the committee will conduct necessary studies and research. If required, it may establish subcommittees and working groups to resolve urgent issues.

Deep Thing Secures Two Titles at Bagmati Province Level Badminton Competition

Deep Thing from Sindhuli claimed two titles in the inaugural Bagmati Province level badminton competition, winning both the men’s singles and the under-15 categories. The event, held in Basundhara, featured 120 players representing 13 districts from Bagmati Province. Awards were presented to the winners by Rajendra Parajuli, Executive Director of the BP Koirala Memorial Trust, and Ramchandra Pokhrel, General Secretary. (May 24, Kathmandu)

In the first edition of the “Jananayak BP Koirala Bagmati Province Level Badminton Competition–2083,” Deep Thing won titles in the men’s singles and under-15 divisions. In the men’s singles final, he defeated Saksham Dhakal of Kathmandu. The third place was shared by Sashin Dangol and Suman Shakya from Lalitpur. In the under-15 final, Deep triumphed over Rijan Magar from Lalitpur. Bipul Khadka of Chandragiri and Samanta Bhadra Bajracharya of Kirtipur both secured third place.

The senior doubles (age 50+) title was claimed by the Kathmandu pair of Prem Ghale and Subash Shrestha. They defeated their fellow Kathmandu team of Sange Sherpa and Surya Syantan in the final. The pairs of Shyam Gurung and Dewansingh Rai from Lalitpur, and Sunil Bajracharya and Bikash Shakya from Kathmandu, shared third place. In the junior under-13 girls category, Ajarenka Sherchan of Kathmandu was victorious, overcoming Ashruti Karki of Ramechhap in the final.

During the award ceremony, victorious players received their prizes from BP Koirala Memorial Trust Executive Director Rajendra Parajuli and General Secretary Ramchandra Pokhrel. Parajuli, also a director of the organizing body, stated that various initiatives have been undertaken to promote sports development and expressed a commitment to continue this competition in the future.
