Lumbini Province Government Shows Weakness in Budget Spending

May 16, Siddharthanagar (Bhairahawa) – With two months remaining in the current fiscal year, the Lumbini Province government has made slow progress in budget implementation. Due to ineffective planning and development activities, the provincial government’s overall expenditure progress remains below 40 percent. Data reveals that most ministries have not even spent half of their allocated budget.

The provincial government had allocated a total budget of NPR 3.881 billion for the current fiscal year, with NPR 2.347 billion earmarked for capital expenditure and NPR 1.543 billion for recurring expenses. After 10 months into the fiscal year, only 39.91 percent of the total budget has been spent. The weakness is particularly evident in the development-related budget expenditures.

According to the Provincial Controller Office, by the end of Baishakh, the government spent NPR 1.379 billion on both recurring and capital expenses. The Office of the Chief Minister and Council of Ministers recorded an expenditure of merely NPR 13.38 million, equivalent to 26.66 percent of its allocated budget in 10 months. The Ministry of Youth and Sports has spent only 16.34 percent of its NPR 60.86 million allocation.

Nepali Army Releases Rap Song ‘Ranger’

The Nepali Army has released a rap song titled ‘Ranger’ on its official YouTube channel. Within the Army, the term ‘Ranger’ refers to specially trained combat soldiers. Two Children Die After Consuming Wild Mushrooms in Chitwan

In Kulbang, Ward No. 1 of Ichchhakamana Rural Municipality in Chitwan, two children have died after consuming wild mushrooms. The deceased are 9-year-old Namuna Chepang and 11-year-old Sanjay Chepang. Meanwhile, 13-year-old Manita Chepang is in critical condition and currently undergoing treatment at Bharatpur Hospital. The number of fatalities due to wild mushroom consumption in Chitwan has now reached two. Both deaths occurred in Kulbang, Ichchhakamana Rural Municipality Ward No. 1. According to Deputy Superintendent of Police Ravindra Khanal from the District Police Office, Namuna passed away on May 14, while Sanjay died on Saturday night during treatment.

On May 12, a family of five, led by Shyam Bahadur Chepang, consumed wild mushrooms. Three family members fell ill on May 14 and were taken to Bharatpur Hospital for treatment. During the treatment, Namuna passed away. The 13-year-old Manita is still receiving medical care at Bharatpur Hospital, with authorities reporting her condition as serious.

WHO Declares ‘Public Health Emergency of International Concern’ Due to Ebola Outbreak

The World Health Organization (WHO) has declared the Ebola outbreak in eastern Ituri province of the Democratic Republic of Congo (DRC) a “public health emergency of international concern” due to its global risk.

So far, 246 suspected cases have been reported and 80 people have died, but WHO states the outbreak has not yet reached pandemic levels.

WHO Director-General Dr. Tedros Adhanom Ghebreyesus said, “There is significant uncertainty about the actual number of infected individuals and the extent of the area affected by the outbreak.”

The current Ebola strain is caused by the Bundibugyo virus, for which there are no approved medicines or vaccines, according to the WHO.

Eight confirmed cases have been verified by laboratory testing, and suspected cases and deaths have been reported in Bunia, the capital of Ituri province, as well as in Mongwalu of Sunkhani and Rwampara towns.

Committee Formed Under CDO to Monitor Foreign Activities, Provisions for Digital Device Control Introduced

The proposed Immigration Bill 2083 includes a provision to establish committees in each district to monitor foreign activities. The bill explicitly specifies various visa categories such as diplomatic, tourist, study, work, business, press, residential, non-residential Nepali, among others. The proposed Immigration Bill 2083 introduces several new regulations. Currently open for suggestions, this bill presents distinctions and additional subjects compared to the Immigration Act 2049. Notably, it includes provisions for committees to monitor foreign nationals entering Nepal. Section 16 of the bill details foreign surveillance and supervision.

To track foreign activities, each district will have a monitoring and supervision committee led by the Chief District Officer (CDO). This committee will also include district chiefs from the Police, Armed Police Force, National Investigation Department, tourism office heads, and district-level labor office chiefs, ensuring a comprehensive approach.

The bill also clarifies new visa categories. Whereas the Immigration Act 2049 referenced visa types as per regulations, the 2083 bill explicitly defines various visas such as diplomatic, tourist, study, work, business, press, residential, non-residential Nepali, mountaineering, film, sports, and medical visas. It also introduces provisions to register foreign residents’ accommodation details. Foreign nationals entering Nepal must compulsorily register their residence and contact details at immigration checkpoints.

Hotels, universities, and hospitals are required to provide details of foreigners residing on their premises to the immigration department’s system. The bill also allows visa fee waivers in certain exceptional circumstances, such as road closures, curfews, disease outbreaks, or hospitalization due to accidents.

The responsibilities of airlines are clearly outlined. If a foreign national barred from entering Nepal is brought in by an airline, the airline must bear the cost of sending that individual back. The bill also offers special privileges for non-resident Nepalis; those holding non-resident Nepali citizenship or identification cards and their family members will be granted free visas for up to ten years.

The bill provides detailed grounds for restricting Nepalese citizens from traveling abroad. Compared to the Immigration Act 2049, the 2083 bill extensively clarifies conditions under which Nepalese citizens can be barred from leaving, including court orders, criminal investigations, or threats to national security.

The bill addresses control over digital devices as well. The Director General, or an appointed official, is empowered to inspect and control not only passports but also electronic immigration-related materials and data. A thorough explanation of digital materials states that all electronic devices and data related to immigration are included. When necessary, involved agencies may seek police assistance.

A new provision enables immigration departments to accept visa applications and document submissions through authorized private institutions or firms.

Foreign Minister Urges Local Governments to Focus on Long-Term Planning

As the member of parliament for Kathmandu Constituency No. 6, Minister Khanal observed that the southern part of Tokha is densely populated, while the northern region still has open land, indicating the need for planned urban development.

He underscored the importance of organizing Tokha’s historic Newar settlements and the Saturday market to promote tourism. He also suggested the development of homestays in the area.

Regarding the expansion of the Tokha-Chhahare tunnel route, the minister cautioned that many settlements in Tokha face challenges due to standards and regulations; therefore, alternative routes need to be explored.

Now, by adding innovation, it appears the government aims to continue or further address aspects of that policy,” said environmental scientist and researcher Uttam Babu Shrestha.

Former minister and current parliamentarian Mahavir Pun has long advocated for separating the science and technology ministry from education and including research and innovation within it. He expressed satisfaction with the government’s new distribution of responsibilities.

“I have fought a lot on this issue, but even as a minister, I couldn’t achieve separation. I have staged protests demanding this from the current majority government,” he told the BBC.

The award will be presented at the 25th AIMS World Congress scheduled from June 18 to 20 in Tromsø, Norway. TS Thakuri, founder of Nepalgunj Marathon, said that they received congratulations and notification from Martha Morales, chair of the selection committee and AIMS vice president.

Previous recipients of this award include the Great Ethiopian Run (Ethiopia) in 2013, Tokyo Marathon (Japan) in 2014, Marathon Internacional Lala (Mexico) in 2015, Munich Marathon (Germany) in 2016, Marathon de las Flores Medellín (Colombia) in 2017, Belgrade Marathon (Serbia) in 2018, and Harmony Geneva Marathon for UNICEF (Switzerland) in 2019. Vice President Morales noted that although the award was paused for a few years for various reasons, it will now be conferred continuously again.

In a letter to Nepalgunj Marathon founder Thakuri, Vice President Morales expressed, “We are very pleased to inform you that Nepalgunj Marathon has been selected as the recipient of this year’s prestigious AIMS Social Award.” She highlighted that this is a highly respected award in the global running community.

AIMS aims to encourage other member organizations to adopt such excellent practices. We hope this accolade will further fuel your success. Congratulations on this remarkable achievement.”

The Nepalgunj Marathon has been held continuously since 2015. Even during the COVID-19 pandemic, Nepalgunj Marathon played an important role in selecting athletes for the Tokyo Olympics while adhering to Nepal government protocols.

Initiated in 2015 in remembrance of the formal end of the long armed conflict marked by the peace agreement on December 20, 2006, Nepalgunj started the marathon as a means to promote peace, harmony, and unity in its multiethnic, multireligious, and multicultural community. The event has fostered around a dozen sister programs based on these principles.

In addition, the Gau Ghat Green Run and Rapti Sonari Nature Run have been held for two consecutive years, raising awareness about climate change among school children and encouraging adaptation measures.

To promote safe night-time running, Nepalgunj has organized two editions of the 10K Night Run. The Kathmandu 25 km Heritage Race, begun last year, aims to showcase Nepal’s heritage to the world. The Karnali Half Marathon is also being conducted in Karnali Province.

Respecting dialogue and debate as essential in democracy, Nepalgunj has successfully completed six editions of the “Nepalgunj Conclave” discourse series. Last year, the Nepal International Running Conference was held alongside the AIMS board meeting, with representatives from 18 countries participating. This year, the Kohalpur Mile in Nepal will be launched as part of the One Global Mile initiative.

The Nepal Running Magazine also continues regular publication. Founder TS Thakuri stated that the award was received after evaluating various ongoing initiatives of the Nepalgunj Marathon.

“We want to give running a social and cultural dimension,” he said. “This international recognition will energize us and help showcase Nepal on the world stage.”

Continuously active in Nepal’s running scene, TS Thakuri was appointed as AIMS’ official ambassador for Nepal last year.

Police Seize 276 Kilograms of Cannabis Hidden in Bushes in Siraha

May 16, Siraha – Police in Siraha have confiscated a large quantity of the illegal drug cannabis. A total of 276 kilograms of cannabis were recovered from Karanha Municipality-11. A team led by Police Inspector Jivakant Chaudhary from the Mirchaiya Area Police Office conducted a search operation on Saturday evening in a bushy area about 300 meters from the Karanha Municipality office, where they found cannabis packed in 11 sacks and hidden.

The seized cannabis has been stored at the Mirchaiya Area Police Office. District Police Office Siraha spokesperson DSP Ramesh Bahadur Pal stated that further investigations are underway regarding the incident. Authorities are probing who brought the cannabis and where it was concealed.

Manpower Agent Arrested for Fraudulently Charging NPR 300,000 Under ‘Free Visa Free Ticket’ Scheme

June 16, Kathmandu – Ajay Kumar Yadav from Saptari was scheduled to fly to Malaysia as a security guard on May 12 under the government’s ‘free visa free ticket’ policy. According to the official policy, a manpower company should charge no more than NPR 10,000, but Yadav had already paid NPR 70,000 in cash during the processing.

However, the manpower firm ‘Grand Sweet Job’ located in Koteshwor demanded NPR 300,000, refusing any amount less than that. As a result, Yadav’s dream of going to Malaysia was delayed, despite the employer company already having sent his visa and flight ticket. He could not proceed without paying the additional sum.

After the manpower company assured him on June 16 that they would facilitate his departure if he paid the outstanding NPR 220,000, Yadav managed to gather the funds and returned to Kathmandu by night bus early Saturday morning.

On Saturday morning, an employee of the manpower company called Yadav, stating they had his passport and other documents, and instructed him to bring the payment near the petrol pump in Gairigaun, Sankhu.

Yadav had previously reported his difficulties to the Secretariat of Minister for Youth, Labour and Employment Ramjee Yadav, whose electoral constituency he belongs to.

To resolve the case, Minister Yadav’s private secretary, Saroj Yadav, took active involvement. They met at the Sankhu Police Station with several media personnel present, where a discussion occurred between the manpower employee and Yadav in the presence of police officers.

The manpower staff initially demanded money from Yadav. When he insisted on receiving his passport and documents first, a dispute arose. The police immediately detained the employees.

The employees admitted to attempting to collect NPR 300,000 despite the official charge being only NPR 10,000 under the ‘free visa free ticket’ scheme. The Sankhu Police subsequently took the suspects to the Kathmandu Valley Crime Investigation Office.

At the time of detention, four passports, flight tickets, and other important documents were seized from the employees. It emerged that they planned to collect funds from multiple individuals before handing over documents.

The Ministry confirmed that this case exposed how ordinary workers are exploited through fraudulent practices in foreign employment, violating the ‘free visa free ticket’ regulation and extorting large sums from migrants.

Saroj Yadav, Secretary to Minister Ramjee Yadav, stated, “Today we saved a common Nepali from fraud in Gairigaun, Sankhu. We extend heartfelt thanks to the police officers who cooperated in this special operation.”

Ajay was set to work as a security guard in Malaysia and had completed all procedures through a manpower branch in Jhapa.

Although the government-set official fee was only NPR 10,000, the manpower company demanded NPR 310,000 from Yadav. Initially they promised a discount, settling on NPR 300,000.

Despite having paid NPR 70,000 upfront for the ticket and related processes, Yadav was held hostage by the company, which refused to release his passport, labor approval, and air ticket until the full amount was paid.

When questioned by police about demanding NPR 300,000 in a country with a ‘free visa free ticket’ policy, the detained agents remained silent.

Thanks to police intervention, Yadav’s passport, labor approval, insurance, and airline ticket were recovered and returned, confirming his ability to travel to Malaysia.

Yadav appealed: “The manpower company initially said there would be no fees and that everything would be arranged after passing the interview. But after receiving the visa, they threatened me I wouldn’t be allowed to leave without paying NPR 300,000. Poor people like me have to take loans to get this money. Those who exploit like this should face harsh penalties.”

The Secretariat of Minister Ramjee Yadav has urged anyone facing issues in foreign employment to contact the Ministry of Labour directly. Police investigations are ongoing for further legal action against the arrested agents.

Kamirita Sherpa Completes 32nd Successful Ascent of Mount Everest

Rastriya Swatantra Party Forms New District Committee in Rasuwa, Led by Basanta Bhatt

May 16, Kathmandu — The Rastriya Swatantra Party (RSP) has established a new district committee in Rasuwa. Following the dissolution of the previous committee, the party formed a new committee on Saturday under the leadership of Basanta Bhatt. Dawa Lama was appointed as deputy chairman, Rabindra Lopchan as secretary, and Rabindra Tamang as assistant secretary. The members include Nirmal Ghale, Sanumaya Tamang, Sushil Khatibada, Yubaraj Ghale, and Krishnabahadur Ghale.

The party had formed an election committee chaired by Swastika Lamichhane to oversee the selection of the new leadership.
