Can Mamata Banerjee’s Stronghold Be Broken by BJP?


April 23, Kathmandu – Assembly elections are currently underway in Assam, Kerala, West Bengal, Tamil Nadu, and the Union Territory of Puducherry. Voting is taking place today, April 23, with the final phase scheduled for April 29.

Among these four states, the most attention is focused on West Bengal this time around. Historically, elections in West Bengal have been conducted in 6 to 8 phases. By comparison, this election’s schedule is notably brief.

In West Bengal, the contest is intensely competitive between Mamata Banerjee-led Trinamool Congress (TMC), which ended the Communist stronghold after 15 years, and Indian Prime Minister Narendra Modi’s Bharatiya Janata Party (BJP). This election is widely regarded as the most compelling. Indian newspapers, television channels, and other media outlets are extensively covering the electoral process.

Election Environment

Voting in the first phase began at 7 a.m. on Thursday and, according to Indian media reports, nearly 90 percent of eligible voters cast their ballots by 5 p.m.

This phase covers 152 constituencies across 16 districts where 36 million voters will participate. Out of 1,478 candidates, 167 are women. The Election Commission has deployed substantial security measures to ensure a free and fair process, including 2,450 companies of central paramilitary forces.

Incidents of Violence

There have been reports of violent incidents in some areas during voting. Tensions rose in Naoda, Murshidabad, following the arrival of Humayun Kabir from the Aam Janata Unnayan Party, leading to protests by TMC supporters. In Domkal, Murshidabad, some voters alleged threats and intimidation.

Stone-pelting targeted BJP candidate Agnimitra Paul’s vehicle in Asansol South. BJP candidate Suvendu Adhikari claimed that TMC workers attacked him in Kumargram. These incidents reflect the continuation of a legacy of electoral violence in the region.

Political violence is a common sight in West Bengal before, during, and after elections. Statistics reveal that the most lives lost to political attacks during elections are reported from West Bengal. In rural areas, it is common for supporters and workers of losing parties to be chased from their homes, forcing them to seek refuge elsewhere for months.

Why Is This Election Important?

This election is regarded as a decisive turning point in Indian politics. From a national perspective, it is a critical test of BJP’s long-term strategy to expand into South and East India. BJP has long aimed to make West Bengal a key political base, and this election will determine the extent of that success.

This election is not merely about a win or loss but represents a profound struggle between regional and national parties. Mamata Banerjee’s TMC presents itself as the sole protector of Bengali culture and regional identity. In contrast, BJP advocates a platform of national unity, Hindutva, and development, striving to break Banerjee’s regional political fortress.

Political analysts in India are calling this election the ‘semifinal’ ahead of the 2029 Lok Sabha elections. West Bengal has 42 Lok Sabha seats, which significantly impact the national power dynamics. Thus, this election has become a prestige battle for the government in Delhi.

For Banerjee, who has governed West Bengal for 15 years, this election will affirm whether her stronghold remains intact. TMC has retained power thrice in a row. Should they sustain their grip for a fourth term, Banerjee will become the longest-serving chief minister in West Bengal’s history.

The Contest Landscape

Chief Minister Banerjee’s TMC has centered its campaign around its traditional slogan, ‘Ma, Mati, Manush’ (Mother, Soil, People).

The party emphasizes key initiatives such as direct cash transfer schemes for women, youth employment programs, and social security projects as main electoral agendas.

Banerjee’s influence is so entrenched that despite years of efforts, BJP has not been able to field a credible alternative candidate in West Bengal. Although the TMC government has faced allegations of administrative failures and corruption, Banerjee’s personal popularity remains largely unaffected.

Modi’s BJP pitches itself as the agent of change. Modi has claimed during rallies that the people of Bengal will give a mandate for change this time. BJP has fielded formidable leaders such as Suvendu Adhikari, Dilip Ghosh, and Agnimitra Paul, focusing its campaign on good governance, law and order improvements, and curbing illegal immigration.

Despite forming the majority government at the center since 2014, BJP has not yet made significant inroads in West Bengal against Banerjee’s popularity. In the 2021 assembly elections, Amit Shah aimed to win over 200 seats but secured just 77.

Meanwhile, leftist parties and the Indian National Congress, which had no seats in 2021, are striving to regain their lost standing. Congress leader Adhir Ranjan Chowdhury is contesting from Baharampur, while the Left Front promises permanent jobs for every family.

Election History

After India’s independence, West Bengal was chiefly governed by the Indian National Congress government for about 30 years, except for some weak coalition governments. In 1977, West Bengal fell under the control of the Left Front for the first time.

The Communists maintained their stronghold for 34 years until 2011 when Mamata Banerjee, campaigning on a platform of change and in alliance with the Congress, toppled the Communist bastion. The TMC-Congress coalition won 225 of 294 seats, while the Left Front was limited to 62 and BJP just 2 seats.

In the 2016 polls, TMC won a commanding 211 seats independently, retaining power despite accusations of corruption, with the public still backing Banerjee. BJP increased its vote share to 10.17 percent.

In 2021, despite BJP’s slogan ‘Abki Bar, 200 Par’ (This time, 200+ seats), they did not succeed. TMC won 215 seats while BJP increased its vote share to 38.13 percent but secured only 77 seats.

One notable 2021 result was the complete wipeout of the Congress and leftist parties, which had led the state government for many years.

What Do Surveys Indicate?

Current surveys show a fierce contest between TMC and BJP. Most polls have TMC slightly ahead.

According to ‘Matrigrowth’, TMC is projected to receive 43 percent of the vote, with the BJP alliance close behind at 41 percent. The ‘C-Voter’ poll projects 44 percent for TMC and 40 percent for BJP.

Regarding seat projections, the surveys conducted by ‘Vote Vibe’ and ‘CNN-News18’ estimate that TMC could win between 184 and 194 seats, comfortably securing a majority, while BJP is expected to capture between 98 and 108 seats.

Surveys also indicate Mamata Banerjee remains the preferred candidate for Chief Minister, with about 48.5 percent of voters choosing her compared to 33.4 percent favoring BJP’s Suvendu Adhikari, underscoring her continued popularity in the state.

Recently appointed Deputy Governor of Nepal Rastra Bank, Kiran Pandit, has purchased land valued at approximately NPR 33.5 million. He disclosed that the investment for this land purchase came from his and his wife’s earnings, supplemented by bank loans. According to the asset declaration filed by Pandit, both his and his wife’s incomes along with loan sources contributed to the land acquisition. He specified that a plot in Tokha Municipality, Kathmandu, was acquired in his wife’s name for NPR 22 million. He further noted that the funding included bank loans alongside their personal incomes.

The declaration also reveals that the Deputy Governor’s wife holds land valued at around NPR 6.9 million in Tarkeshwor, Kathmandu, while Pandit owns land worth approximately NPR 1 million in Dhangadhi, Kailali. Additionally, they jointly invested with his brother in land valued at NPR 4 million in Rupandehi. In terms of family assets, land measuring 11 ropanis is registered in his father’s name in Tanahun, Damauli, and 6 aana of land in Kathmandu is under his mother’s name.

Deputy Governor Pandit possesses 20 tolas of gold, 250 tolas of silver, and diamonds valued at around NPR 200,000. The asset declaration states these were accumulated through marriage, traditional ceremonies, and personal earnings. He also holds savings exceeding NPR 22 million in Nepal Rastra Bank, Employees Provident Fund, and various other banks. Furthermore, he has investments exceeding 700 shares across several companies, as disclosed in his asset report.

Model Youth Parliament Exercise Successfully Concluded in Tansen

April 23, Palpa – A model youth parliament exercise was successfully conducted at Damakada Model Secondary School located in Tansen Municipality-9, Palpa. The exercise was organized collaboratively by Damakada Secondary School and the Tony Hagen Foundation. Ward Chairperson Rajesh Kumar Aryal stated that the program was designed to educate students on parliamentary procedures, develop their reasoning skills, and familiarize them with democratic processes.

The model parliament session, facilitated by Foundation Secretary and former Member of Parliament Phatik Thapa, revolved around the resolution addressing the increasing use of illicit substances in society. The discussion focused on the severe harm drug abuse causes to individuals, families, communities, and the nation as a whole. The proposal urged policy measures to promote awareness against drug use through youth engagement programs at school and community levels.

These remarks, concerning the Strait of Hormuz, Iran’s internal politics, and ongoing peace efforts, offer varied perspectives on the situation. In his first statement, Trump revealed that he has ordered the U.S. Navy to immediately attack any ship laying naval mines in the Strait of Hormuz. “I have instructed the U.S. Navy — if they see any ship laying mines in the Strait of Hormuz, attack immediately,” Trump wrote on Truth Social. “There should be no hesitation.” He also noted that American minesweepers are actively working to clear threats in the Strait.

In another Truth Social post later that day, Trump asserted that the U.S. maintains full control over the Strait of Hormuz. He commented that even the Iranian public is not certain who their real ‘leader’ is, remarking, “There is intense conflict inside the country between hardliners and moderates. The hardliners are being defeated on the battlefield, and the moderates are not that moderate either. Yet, they are receiving respect, which is surprising.” He explained that the U.S. military’s complete control over the Strait means no ship can pass through without American naval permission.

In his third statement on Thursday, during an interview with the BBC, Trump said that his actions have produced very positive results. “The opposition (Iran) is increasingly eager to negotiate. So whatever I say or do is having a positive impact,” he stated. He warned that a war with Iran would be difficult for the U.S. and suggested such a conflict would likely involve NATO members. Trump clarified that the U.S. has always had the support of the United Kingdom and NATO allies.

In the semifinals of the Ilam Gold Cup, New Road Team (NRT) triumphed over Rolling Club Dhulabari Jhapa in a 4–3 tiebreaker victory, securing a place in the final. Nepal Oil Corporation Faces Millions in Losses Following Leak of Fuel Price Hike Information

Nepal Oil Corporation (NOC) distributed nearly double the average daily volume of fuel to petrol pumps just before a scheduled price hike, according to recently released data. Following the March 14 increase of NPR 15 on petrol and NPR 10 on diesel, fuel sales declined, yet dealers purchased unusually large quantities. Consumer rights activist Madhav Timalsina has urged the Public Accounts Committee and the Commission for the Investigation of Abuse of Authority to probe these irregularities.

Kathmandu, April 23 — Typically, NOC sells around 20 to 25 million liters of petrol and 45 to 50 million liters of diesel daily to fuel stations. However, on March 12, NOC supplied 30.55 million liters of petrol and 83.45 million liters of diesel to pumps. The following day, diesel sales climbed further with stations withdrawing 42.52 million liters of petrol and 96.65 million liters of diesel. Sales halted on March 13 due to a Saturday holiday, but on March 14, petrol sales surged to 48.06 million liters and diesel to 90.9 million liters.

This three-day sales spike, significantly exceeding average daily sales, preceded a notable fuel price hike that night. NOC justified the price increases by citing sudden international market price surges and higher costs from Indian Oil Corporation (IOC). Yet, despite knowledge among businesspeople and NOC employees of rising global prices, dealers accumulated excess fuel prior to the hike, pointing to insider trading practices. This contributed to NOC incurring millions of rupees in losses.

After announcing the price hike on March 14, NOC revealed financial statements indicating it would still suffer a loss of NPR 393 million over 15 days despite raising prices. These figures suggest the losses were not caused solely by international market factors but also by dealers exploiting insider knowledge to stockpile cheap fuel and resell it at higher prices, thereby deepening the corporation’s financial shortfall.

NOC attributed the surge in demand on March 12–14 to typical weekend buying patterns, stating that Saturdays off cause higher fuel consumption on Fridays and Sundays. However, data shows daily fuel uptake more than doubled compared to the average before the price rise, followed by a significant drop in sales after the price adjustment. For instance, on March 15, petrol sales fell to 16.14 million liters and diesel to 55 million liters; further decreases were seen on subsequent days.

The rationale behind this pattern is straightforward: dealers purchased fuel at NPR 154 per liter before the increase and sold it at NPR 172 after, generating substantial profits at NOC’s expense. Fuel sales returned to normal levels over the following days, with March 19 and 20 showing average sales figures again.

Ordinarily, NOC adjusts prices on the 1st and 16th of each English calendar month after receiving price lists from IOC. However, this cycle was disrupted when an additional price increase was implemented on March 24, just ten days after the previous hike, apparently after early warnings to certain business stakeholders.

Diesel sales on March 23 and 24 exceeded 60 million liters each day, and on March 25, prices rose by NPR 15 for both petrol and diesel. Subsequently, sales normalized again. The usual weekend sales surge explanation did not apply during this period, as March 27 (a Friday) saw markedly reduced consumption, with petrol and diesel sales dropping sharply.

Strangely high sales resumed mid-April, notably on April 1 and 2, right before the Nepali New Year (Baisakh 1). Following holidays on April 1 and 2, suspiciously large quantities of petrol (43.72 million liters) and diesel (76.75 million liters) were purchased by dealers. After a price hike of NPR 30 per liter on diesel on April 3, fuel sales again declined sharply.

NOC’s ERP software maintains detailed records of each pump’s storage capacity and average daily sales. These records reveal that while sales remain normal on most days, demand spikes dramatically before price increases, with NOC staff seemingly allowing excess fuel distribution to dealers. Despite these patterns, NOC has not rigorously enforced average quota limits to prevent such irregularities. Consequently, the leakage of sensitive price hike information has enabled dealers to amass fuel cheaply and resell at inflated prices, resulting in sudden multi-million rupee profits for traders and massive losses for the corporation.

Consumer rights advocates accuse NOC of facilitating a cycle whereby the public bears the brunt of high fuel prices to cover corporation losses. Madhav Timalsina denounced the excessive fuel distribution as a ‘heinous crime’ and has called on Parliament’s Public Accounts Committee, subcommittees, the Anti-Corruption Commission, and the Office of the Prime Minister to launch investigations and impose strict penalties. He emphasized that allowing fuel distribution that benefits only a few at the cost of the state and consumers requires the severest punishment.

Timalsina pointed to the responsibility of the Ministry of Industry, Commerce and Supplies, including its Secretary and NOC’s Board Chairperson, urging comprehensive investigations into fuel distribution volumes before and after the price hikes versus normal demand.

Dr. Chandika Prasad Bhatt, Executive Director of NOC, initially stated he was unaware of the issue but committed to a prompt investigation, saying, “If excessive fuel was distributed ahead of the price increase, strict action will be taken against those involved.” He pledged to examine depot records and investigate thoroughly.

Dr. Bhatt noted that he did not initially suspect foul play but assured that any irregularities uncovered upon reviewing depot data would lead to sanctions. He also claimed that NOC has been exercising control over fuel distribution, cutting volumes by 20% compared with the previous fiscal year as per directives.

The NOC leadership has decided to scrutinize depot records for purchases made by dealers ahead of price hikes to ensure accountability and prevent recurrence.

Overloaded Cargo Vehicles to Face Penalties as per Regulation

The Department of Transport Management has announced that cargo vehicles carrying loads exceeding the prescribed limits will be subject to penalties. Imported vehicles must operate within their designated capacity within the customs office premises, the department stated.

Vehicles transporting goods are required to weigh their loads three times—near the departure point, at a midpoint, and close to the destination—using proper weighing stations before proceeding. Only after removing the excess cargo beyond the legal limit will the vehicle be allowed to continue its journey.

Kathmandu, 10 Baisakh – The Department of Transport Management has reiterated the provisions under the Cargo Vehicle Load Regulation 2074, cautioning operators against exceeding the specified load limits. Vehicles imported for transport must adhere to capacity limits while operating inside the customs office area.

Cargo vehicles must ensure mandatory triple weighing at designated points: near the point of origin, midway, and near the destination, with the load properly secured. Any vehicle found carrying loads over the permissible limit will face penalties, and such excess goods must be offloaded before the vehicle is permitted to proceed. The responsibility for managing excess goods lies solely with the vehicle owner, the department clarified.

The Nepali team has departed for Japan to participate in the 22nd Wata Open International Taekwondo Championship. The competition will take place from April 24 to 26, 2026, at the Ohama Arena in Osaka city, Japan, with four athletes representing Nepal. The team was formally sent off from their homeland in a special program by Hemant Dangi, General Secretary of the Nepal Taekwondo Association, and Kumar Lama Ghising, a board member of the National Sports Council.

At the championship, Aravi Gyawali from Little Bud School will compete in the Under-9 category in Individual Poomsae (Female). Bishesh Chandra Gami from Hog Au Taekwondo Dojang will compete in the Under-11 Individual Poomsae (Male), alongside Shreyan Karki from Gongbu Taekwondo Dojang, who also competes in the Under-11 Individual Poomsae (Male). Ayusha Karki will participate in the -49 kg Kyorugi (Female) category. Raksha Bam Challenges Ravi Lamichhane: ‘Will You Come Tomorrow to Face the People?’

April 23, Kathmandu – Janajati activist Raksha Bam has questioned Ravi Lamichhane, chairman of the Rastriya Swatantra Party (RSP), regarding the government’s plan to deploy bulldozers in the Sukumbasi settlements in Kathmandu. Earlier, during his election campaign, Lamichhane had vowed to come and confront the government if they attempted to clear the Sukumbasi settlements with bulldozers. Referencing this, Raksha posted a photo of the Sukumbasi settlement on Facebook and challenged Lamichhane by asking, “Honorable Ravi Lamichhane Ji, will you come tomorrow to face the people here?”

“Many believe that voting for your party was a mistake. You are no different from parties that have turned the settlements where Sukumbasi have lived for decades into mere vote banks,” Raksha wrote. “Today, the Sukumbasi settlement is living in fear.” She further questioned Lamichhane, asking, “When will you speak directly with the Sukumbasi residents?” adding, “Please come tomorrow.”

Earlier on Wednesday evening, Prime Minister Balendra Shah (Balen) summoned the heads of security agencies and ordered preparations to clear the Sukumbasi settlements. Following this directive, the government is preparing to evict residents from four Sukumbasi settlements across the Kathmandu Valley in the coming days. The police have already conducted loudspeaker announcements in the settlements to notify the residents.

Former Home Minister Sudhan Gurung has purchased founder shares of Star Microinsurance and Liberty Micro Life Insurance Company at a rate of NPR 150 per share. The process revealed that he acquired these shares through personal loans. However, he did not disclose 25,000 shares of each company in his asset declaration, raising questions about the source of the loan. Kathmandu, April 23.

In the stock certificate documents, it is clear that Gurung bought shares of both companies, originally valued at NPR 100 per share, at a premium of NPR 50 per share. These shares were purchased with borrowed funds, and the omission of related details has prompted scrutiny. Addressing the issue on social media, Gurung stated, “I raised the investment amount through loans.” However, the loan documents presented in the share certificates appear suspicious.

According to Bimal Gyawali, Ward Secretary of Kathmandu Metropolitan City–5, the stock certificates have been authenticated. Ward Chair Bijendra Prajapat explained, “The authentication was done because the amount mentioned in the application and cheque details are present on the certificates.” Gurung obtained a loan of NPR 3,750,000 from Vijay Kumar Shrestha to purchase 25,000 shares of each company.

Gurung acquired the shares during the pre-IPO period of both companies, which has been deemed illegal by the Nepal Securities Board. According to the Securities Act, issuing shares to more than 50 shareholders requires a public issuance. Former Executive Director Niraj Giri stated that there are no legal provisions allowing trading of founder shares at a premium price.

Man Found Dead After Getting Caught in Fishing Net in Silichong

April 23, Sankhuwasabha — A man who went fishing in Silichong Rural Municipality-1 of Sankhuwasabha district was found dead after getting trapped in a fishing net. Local Ward Chairperson Anish Rai informed that 39-year-old Dhanduram Rai was discovered lifeless. Dhanduram had gone to fish in the Sankhuwa river on Wednesday afternoon. After a prolonged absence, his family and neighbors filed a missing person report at the local police outpost on Thursday morning. During the search, Rai’s body was recovered from the river, according to Chairperson Rai. His body had become entangled in the fishing net underwater. Authorities have stated that further investigation into the incident is ongoing.

The electoral assembly of United Rafting, held for the first time following the agreement to merge the two international rafting organizations, formed the new general board. The opening of the assembly was conducted by Danilo Barmaz, President of the World Rafting Federation, and Joseph Willis Jones, President of the International Rafting Federation. Fifty-six national associations participated with voting rights.

Dispute Over Selection of Nepali Congress Parliamentary Party Leader: Gagan Prefers Mohan, Bishma Supported by Bishwaprakash

Nearly two months after the completion of the House of Representatives election, the Nepali Congress has yet to select its parliamentary party leader. The delay in the leadership selection process is due to a lack of consensus between party President Gagan Thapa and Vice President Bishwaprakash Sharma. Angdembe was appointed co-general secretary during the party’s 14th general convention. The election committee coordinator, Prakash Rasaili, had initially announced that the election schedule would be published on 2 Baisakh and the election held on 4 Baisakh. However, the schedule was not released on time and was instead published on 7 Baisakh.

Congress leaders state that the delay in selecting the parliamentary party leader has occurred because President Thapa has been engaged in efforts to build consensus. “The delay is due to various attempts to secure unanimity,” said a senior official. Since the 2064 BS election (2007/08), the party leader has never been selected by unanimous decision in the parliamentary history of Congress. Demands for Accelerated Progress as Chief Minister Receives Memorandum for New Kamala River Bridge Construction

The Struggle Committee has submitted a memorandum to the Chief Minister of Madhesh Province urging immediate advancement of the new bridge construction over the Kamala River. The committee has threatened protests, citing the failure to implement the agreement reached on 7 Bhadra 2081 between the Madhesh Province government and the committee. Chief Minister Yadav stated that coordination with the federal government and ensuring funding are necessary for progress.

Kathmandu, 10 Baisakh — The Struggle Committee for the Construction of the New Kamala Bridge urged the Madhesh Province Chief Minister to expedite the project, submitting a memorandum on Thursday. The committee warned of agitation if the construction does not begin promptly, referencing the unfulfilled agreement made on 7 Bhadra 2081 between the Madhesh Province government and the committee.

Despite nearly two years passing, the committee alleges delays in implementing the agreement and accuses authorities of misleading the public. They noted that even as the fiscal year 2082/83 is coming to a close, the contract procedure for the new bridge has yet to be initiated. The existing bridge is in a dilapidated state and maintenance efforts have been ineffective. The memorandum states that if the contracting process does not commence within seven days, the committee will initiate protest actions such as hunger strikes, road blockades, and demonstrations.

Responding to the memorandum, Chief Minister Krishna Prasad Yadav acknowledged the gravity of the issue. He recognized the existing bridge as a lifeline of Madhesh that has been in poor condition for 15 years and emphasized the necessity of its reconstruction. He explained, “This route falls under the postal road and hence is under federal jurisdiction; we are coordinating with the federal government. Although the current year’s Red Book allocated NPR 10 million, that amount is insufficient for bridge construction, which is estimated to cost more than NPR 2 billion.”

According to Chief Minister Yadav, securing funding is essential, and discussions with the federal government are ongoing. He appealed to the Struggle Committee to remain patient and support the government’s efforts. He also noted that the current bridge’s design is flawed and that the provincial government is committed to making necessary improvements to fully integrate it with the postal road network.
