MP Khusbu Oli Files Complaint Against Defamatory Online Campaign

March 30, Kathmandu – Khusbu Oli, a member of parliament from the Rastriya Prajatantra Party (RPP), has lodged a complaint with Nepal Police’s Cyber Bureau alleging defamatory campaigns against her on social media. On Monday, she announced via the social media platform X that she had officially registered the complaint.

“Today, I have filed a complaint at the Central Cyber Bureau in Bhoteahiti, Nepal Police, against the orchestrated defamation, misleading information, and acts intended to tarnish my character that have been spread via social media,” MP Oli stated.

“In my complaint, I have cited certain individuals’ Facebook pages, TikTok accounts, and YouTube channels that have deliberately broadcast baseless, misleading content designed to harm both my personal and public life,” she added. She further claimed that she had initially cautioned some individuals involved, urging them to cease such activities at an early stage. “However, since the warnings were disregarded and the defamation continued unabated, I was compelled to initiate legal procedures today at the Cyber Bureau,” she explained.

MP Oli asserted that these activities exceed the bounds of normal criticism or freedom of expression. She wrote, “Rather, I believe this to be an organized attempt to spread false information and damage my personal and public image.” Emphasizing her commitment to combating cyber abuse and defamation, she said she will continue to pursue all necessary legal actions in accordance with state procedures.

“At present, hatred has been commodified—those who can sell more hatred gain greater advantage,” she remarked. “But remember, spreading hatred that harms someone’s life for personal gain is not only unethical but reflects a deeply depraved and unacceptable mindset,” she added.

Highlighting the dangers of such a mentality to society, MP Oli stressed that it must never be normalized under any circumstances.

New research reveals that tiny particles released from small ponds formed by melting glaciers in the Arctic region play a significant role in cloud formation and climate change. According to a report published in Geophysical Research Letters by researchers at Colorado State University, the biological particles emitted from these “melt ponds” located on the upper layer of sea ice provide the foundation for cloud formation. With the Arctic warming four times faster than other regions globally, this study offers fresh insights into the local atmospheric system.

Scientists explain that these microscopic particles originate from biological sources such as bacteria. When these particles enter the atmosphere, they facilitate the freezing of water vapor, serving as templates for cloud development. These ponds consist of a mixture of melted snow and seawater, containing small organisms and soil particles. The research found that such ponds contain a higher concentration of cloud-forming particles compared to surrounding seawater.

Clouds balance solar radiation and Earth’s emitted heat. Even minor alterations in the structure of these ponds could have significant impacts on the overall weather and temperature in the Arctic. The study is based on samples collected during the MOSAiC Expedition, a $150 million international initiative focused on Arctic climate change research.

According to lead author Camille Mavis, current weather models inadequately represent clouds in polar regions. This discovery is expected to enhance future weather forecasting and the classification of climate change impacts. Over 4,000 Broiler Chicks Destroyed in Sankhuwasabha Due to Bird Flu Concerns

In Sankhuwasabha, more than 4,100 broiler chicks imported without authorization from Morang, where bird flu infection is present, have been destroyed. The Bird Flu Disease Control Committee held a meeting and decided to eliminate the chicks brought in from Morang without prior approval. The bird flu infection is currently spreading in Jhapa, Morang, and Sunsari districts of Koshi Province, raising significant health risks.

On March 13, police confirmed that over 4,000 broiler chicks were destroyed in Sankhuwasabha. These chicks were imported from the bird flu-affected area of Morang and were subsequently seized and eliminated to prevent further spread.

Out of the 14 districts of Koshi Province, Jhapa, Morang, and Sunsari are experiencing an increased spread of bird flu cases. 94% Progress Achieved in New Parliament Building Construction; Speaker Directs for Early Completion

Construction of the new parliament building at Singhdurbar has reached 94 percent completion. Speaker Dol Prasad Aryal has instructed for the construction work to be completed promptly. The contract to construct the parliament building was signed with Tundi Sheikh JV on October 4, 2019 (Ashoj 18, 2076 BS) for NPR 794 million. For the building’s interior, a contract worth NPR 234 million was awarded to KC Shyamsundar Bania JV, and Channelink Engineering was contracted for NPR 38 million for the roofing work.

On Monday, Speaker Aryal held discussions with officials from the Ministry of Urban Development and representatives from the construction companies, directing them to complete the parliament building within the stipulated timeline. The meeting was also attended by National Assembly Chair Narayan Prasad Dahal, Deputy Speaker of the House of Representatives Rubi Kumari Shrestha, and Deputy Chair of the National Assembly Lilakumari Bhandari. Originally, the project aimed for completion within three years; however, the deadline has been extended six times so far. It is essential to always remember the sacrifices and dedication behind these struggles. I would like to humbly present some expectations to you: The duty of a parliamentarian is to be a reflection of the country and its people. It is about boldly voicing the problems and sufferings of the people before the government. In Parliament, you must become the people’s voice, challenge the government when necessary, and craft people-oriented policies to address issues. I request you to not take your role lightly.

Please refrain from seeking cheap popularity through media stunts or personal promotion. Leadership is not about displays of power but about service and humility. Do not let power create a distance between you and the people. Always remain humble, simple, and grounded. Remember that the people elected you to serve them, and you must work for their benefit. Currently, the Parliament is dominated by the younger generation. However, do not think that the previous generation’s leaders have lost their significance. You must understand the importance of guidance from experienced predecessors who have paved the way for nation-building. Similarly, the senior leaders who have long led Nepali politics should recognize that it is time to pass the responsibility to the youth. You have been given the opportunity to serve the nation. Now, it is time to give the younger generation a chance to contribute to the country’s development.

The people of Nepal do not envision a dream like that of foreign countries. Nepalis want to protect Nepal as their own. The aspirations of all Nepalis are mostly similar: clean water flowing from natural springs, earning the fruits of honest labor, an environment conducive to employment and entrepreneurship. They wish to eat crops, vegetables, and fruits produced in their own country and breathe fresh, clean air. Farmers should receive fair prices for their produce. The dream of electricity and roads reaching remote areas like Karnali and Sudurpashchim should be realized. No pregnant woman should die on the way to a hospital; accessible healthcare facilities should be available.

People should not have to sell their land or property for education or treatment. No one should have to go to Gulf countries for a job due to lack of opportunities at home. No child should be deprived of education due to financial hardship. People should feel safe walking on the streets. Jobs should be obtained without undue hassles. Services should be easily accessible. Qualified individuals should be given opportunities. Nepotism and favoritism should be eliminated. Corruption must end, and good governance must prevail. The Nepali people would be very happy if all these conditions were met. Therefore, I humbly urge you to prioritize the happiness and peace of the people.

Stock Market Declines on Last Trading Day of the Year

The stock market dropped by 4.18 points to close at 2,833 on the final trading day of 2082 BS. Today, the prices of 105 companies increased, 153 decreased, and 12 remained unchanged. Among the six companies whose prices surged by 10 percent are Super Khudi Hydropower and Suryakund Hydro Electric. (March 30, Kathmandu)

Trading volume in the stock market also decreased slightly. While the previous day recorded transactions worth NPR 899 crore, today’s trading amounted to NPR 866 crore. The Hotel and Tourism sector led gains with a 1.02 percent increase. Similarly, Hydro Power rose by 0.66 percent, Investment by 0.13 percent, Manufacturing and Processing by 0.40 percent, and Non-Life Insurance by 0.46 percent.

Conversely, Banking fell by 0.47 percent, Development Banks by 0.55 percent, Finance by 0.29 percent, Life Insurance by 0.46 percent, Microfinance by 0.42 percent, Others by 1.62 percent, and Trading by 0.21 percent. Six companies experienced a 10 percent price increase: Super Khudi Hydropower, Suryakund Hydro Electric, Hotel Forest Inn, Palpa Cement, Rizline Energy, and Shikhar Power.

The prices of Menchhyam Hydropower rose 9.01 percent, Upakar Laghubitta 7.17 percent, and National Hydropower 6.67 percent. In contrast, Unique Nepal Laghubitta dropped by 3.60 percent, Abhiyan Laghubitta by 2.97 percent, and Sanvi Energy by 2.96 percent. Among the most actively traded companies today were National Hydropower, Ready Power, Reliance Spinning Mills, Ankhu Khola Hydroelectric Company, and SY Panel.

Despite Dilip’s Sacrifice, Unauthorized Exploitation of Aarhi River Continues

March 14, Janakpurdham – Tractors are lined up along the Aarhi River. Some individuals are extracting gravel and sand, while others are loading it onto vehicles. The rampant unauthorized exploitation of the river feels like an insult to the martyrdom of environmental activist Omprakash Mahto Dilip.

On January 9, 2020, 24-year-old Dilip from Sri Pur, Ward No. 5 of Mithila Municipality, was brutally murdered for raising his voice against illegal extraction in the Aarhi River. Despite his murder, unchecked exploitation continues unabated due to collaboration between local authorities and crusher mafias.

“The continued unauthorized exploitation of the Aarhi River, for which Dilip sacrificed his life, is a tragic reality. The current situation disrespects both the martyr Dilip and the state,” expressed Dilip’s friend, Sunil Kumar Singh, with anguish.

Extraction has been carried out up to three kilometers downstream, against established standards, visible clearly from beneath the Aarhi Bridge on the East-West Highway. A staff member involved in the construction of the four-lane Aarhi Bridge revealed that unauthorized extraction happens both during the day and occasionally at night.

“Extraction takes place all day using tractors, tippers, and buckets. Sometimes, they dig the river at night as well, but no one intervenes,” the staff member said.

This year, Mithila Municipality has again contracted the extraction from the Aarhi River. Similar conditions prevail in other rivers where the municipality has awarded contracts, including Basahi, Jalad, Jagdhar, Wadhare, and Ratu rivers.

For the current fiscal year 2082/083, the municipality awarded a contract worth NPR 30,562,273.80 including VAT to Nerisa Construction Company Pvt. Ltd., Kathmandu-6, for mining gravel, stones, and sand from these six rivers.

As per the contract signed on February 26, the company is allowed to extract 121,830 cubic meters by the end of August from designated locations. The contract includes 33 conditions, including extraction only between sunrise and sunset, adhering to all legal standards.

Navaraj Pahadi from Ward No. 10, Lalgarh, signed the contract for the contractor company. However, locals report that extraction has surpassed the contractually allocated limits despite the company’s claims.

Contractor Navaraj Pahadi insists they have not started extraction in the Aarhi River yet. “We have not conducted extraction in Aarhi thus far; we are just about to start,” he stated.

Several crusher and sand processing industries operate on the riverbanks without interruption. Despite clear violations of standards, relevant bodies remain silent. The Area Police Office is located two kilometers away, and the municipality office is three kilometers away, yet neither demonstrates effective enforcement. Accusations and counter-accusations are ongoing between the police and municipal offices, blaming each other for lack of cooperation.

Many homes in Dilip’s native village, Sri Pur, now own tractors that are currently used for river extraction. The contractor employs a strategy of renting local tractors to carry out extraction, complicating enforcement efforts further.

Mithila Municipality Mayor Mahendra Mahto expressed frustration over insufficient cooperation from police administration in controlling extraction activities, including reports of unauthorized vehicles involved in the activity. However, no arrests have been made.

“More tractors other than the contractors’ are digging the river. Vehicles from two villages are in use. When inspectors arrive, they avoid the area. Only the contractor’s vehicles have proper authorization,” he said. “I have informed the District Police Office and the District Coordination Committee, but the police administration’s role remains questionable.”

Despite persistent protests against illegal extraction by local youth, authorities have paid little attention. According to Sunil Kumar Singh, friends of environmental activist Dilip, repeated appeals to police and local government have failed to result in effective action.

“We have been continuously raising our voice. Everyone appears responsive, but nothing stops the extraction,” he said. “All three levels of government remain silent while the crusher mafias grow bolder.”

Inspector Laxman KC from the Area Police Office, Dhalkevar, complained that although the municipality awarded the contract, it has not provided necessary information on the extraction limits and locations.

“The municipality gave the contract but refuses to disclose details on how much and from where extraction should occur,” he explained. “On what basis should we prevent it? When we attempt enforcement, contractors complain that the police prevent them from working, and we bear the brunt.”

Contract Terms Not Followed at Extraction Sites

Observation at rivers like Aarhi, Wadhare, Basahi, and Ratu indicate poor coordination between the municipality and contractors regarding the 33 contractual conditions. Despite an agreement to extract 121,830 cubic meters, actual extraction has exceeded these limits in several locations. However, contractors claim they have not yet commenced extraction.

Though monitoring committees and the municipality have provisions to oversee and issue directives regularly, on-site enforcement remains weak. Despite clauses mandating stoppage when extraction exceeds limits, no effective implementation has been observed.

Extraction is occurring dangerously close to the Aarhi Bridge, violating provisions to maintain specified distances from bridges, roads, and public structures. The rule to avoid altering the natural river course is also ignored, degrading the river’s natural state. Although breaching contract terms could lead to cancellation of agreements, no action has been taken.

Chief Administrative Officer of the municipality, Harishankar Yadav, claimed the monitoring committee has conducted site inspections and will submit reports soon. He added that contractors have recently received written warnings regarding violations.

“The monitoring committee has completed inspections. We will proceed after the report is submitted,” Yadav stated. “We recently sent a letter cautioning the contractor against contract violations.”

He mentioned that police have been provided with contract details and equipment information, emphasizing that active police involvement could help control all illegal activities.
