On the occasion of the first International Wellness Day, the Nepal Tourism Board has launched a video contest under the theme “Wellness in Every Frame, Nepal in Every Story.” One winner will be selected from each of the seven provinces, each receiving a cash prize of NPR 75,000. Nepali Congress Forms Election Bureau

April 15, Kathmandu – The Nepali Congress has established an Election Bureau. This decision was made during the Central Executive Committee meeting held on Wednesday. According to Acting Chief Secretary Krishna Prasad Dulal, the bureau has been formed with Vice Chairperson Pushpa Bhusal appointed as coordinator. Additionally, the meeting announced the formation of the Central Policy, Research, and Training Institute, led by Vice Chairperson Bishwaprakash Sharma.

The Congress has also created a ‘Central Membership Management Committee’ chaired by General Secretary Pradip Paudel. Members of this committee include Deputy General Secretaries Yogendra Chaudhary and Prakash Rasailee “Snehi,” with plans to select one more member later. Similarly, an Organization Deployment and Coordination Committee has been established under the leadership of General Secretary Gururaj Ghimire, with Deputy General Secretaries Bahadur Singh Lama and Muktakumari Yadav as members.

Furthermore, the Other Political Parties Dialogue Committee, chaired by Central Member Arjunanarsingh KC, and the Hierarchy Determination Committee, led by Central Member Chinakaji Shrestha, have also been formed. Local Governments Proceed with Student Enrollment Despite Central Government Directives

The central government decided that student enrollment would begin from Baishakh 15 and classes would commence from Baishakh 21. However, local governments in Tanahun, Rupandehi, and Pyuthan have started enrollment and classes from Baishakh 2, contrary to the central directive. On Baishakh 2 in Kathmandu, some local governments have initiated the enrollment and teaching process, disregarding the federal government’s schedule which mandates enrollment from Baishakh 15 and classes from Baishakh 21.

For instance, the Anbukhaireni Rural Municipality in Tanahun issued a notice to start enrollment and classes from Baishakh 2. Since education management for basic and secondary levels is constitutionally delegated to local bodies, the municipality began its academic session accordingly. The notice from Rural Municipality Chairperson Shukra Chuman stated, “All community and institutional schools within this municipality have been instructed to commence the enrollment campaign and regular classes from Baishakh 2.”

Similarly, the Bandipur Rural Municipality in Tanahun decided to run enrollment from Baishakh 2 to 8, with classes starting from Baishakh 9. Chairperson Surendra Bahadur Thapa said, “Preparations including assessing learning achievements and annual work plans will be completed by Baishakh 8. We have already initiated the enrollment campaign from today. Classes will begin from Baishakh 9.” He explained that since an academic calendar was prepared, the session was started accordingly. “Without starting classes as per the calendar, courses cannot be completed. Nearby schools have already started classes,” he added.

The Tilottama Municipality in Rupandehi announced that student enrollment would begin on Baishakh 7 and regular classes on Baishakh 10. A statement from Municipality Chief Ramkrishna Khan mentions that educational and various promotional and creative programs have been running since Baishakh 2. Likewise, the Jhimruk Rural Municipality in Pyuthan has also initiated early student enrollment. “Enrollment started today; classes will commence from Baishakh 10,” said Chairperson Pit Bahadur Mahtar.

Following final examinations on Chaitra 10, a long vacation led many students to enroll elsewhere, prompting these local governments to start enrollment early. “The Constitution and Local Government Operation Act empower local bodies up to lower secondary levels. Accordingly, we have designed and are implementing the academic calendar,” Mahtar added.

However, the federal government has issued instructions to conduct enrollment only from Baishakh 15. “We have officially issued directives and circulars to commence enrollment from the 15th,” said Anu Prasad Nyaupane, Director General of the Education and Human Resource Development Center.

Nepal Medical Council Sends Letter to Authorities to Halt IVF Camp Operating Without Approval

The Nepal Medical Council has written to the administration to stop an IVF-related medical camp that is about to operate without proper authorization. The council has warned that running medical services without registration and prior approval violates the law and negatively impacts public health. The letter requests the authorities to immediately halt the program, initiate an investigation, and carry out legal action. April 15, Kathmandu.

The Nepal Medical Council has issued a letter to the authorities to prevent an IVF (In-Vitro Fertilization) medical camp that is set to operate without official permission. The council addressed the Chief District Officer of Kathmandu District Administration Office, requesting the camp be stopped. Upon receiving information from social media and promotional materials that IVF consultation services were scheduled for April 16 (tomorrow) at Hotel Yak and Yeti, the council expressed serious concerns.

According to Dr. Satish Dev, Registrar of the Nepal Medical Council, the Nepal Medical Council Act 2020 and current regulations 2024 mandate that no foreign or domestic doctors, institutions, or hospitals can conduct consultation camps without prior registration and approval from the council. However, after reviewing the promotional materials, the council found no evidence that the doctors or institutions involved are registered or have obtained necessary approval. Operating medical services without permission is not only illegal but could also adversely affect public health, prompting the council’s warning.

“Analysis of the promotional materials reveals that the involved doctors and institutions do not have official registration or approval from the council. Operating medical services without authorization is against the law and poses potential risks to public health,” states the council’s letter. The letter urges the administration to immediately stop the program, proceed with an investigation, and initiate legal proceedings. Furthermore, it requests that stakeholders be made aware of the necessity to obtain compulsory approval from relevant authorities before conducting such activities in the future. Corruption Charges Filed Against Employees Who Reported Gold Smuggling at Tribhuvan International Airport

April 15, Kathmandu – Arun Pokharel, Chief of the Customs Office at Tribhuvan International Airport, along with Chief Customs Officers Muktiprasad Shrestha and Ambikaprasad Khanal, are the three officials who, by not informing higher authorities, almost kept the gold smuggling case concealed involving electronic cigarettes (vapes).

Nearly two and a half years after the incident, the Commission for the Investigation of Abuse of Authority (CIAA) filed corruption charges against the officers who had reported the smuggling in writing and provided reports.

The commission’s decision appears contradictory since these accused officials were serving as witnesses in the district court, providing testimony regarding the gold smuggling case.

Due to pressure regarding corruption cases involving high-profile individuals, the commission also filed cases against those employees who had reported the smuggling and irregularities. The commission filed charges soon after the formation of the new government, following two years of no investigative progress.

Seized Vapes at Customs Office

On December 25, 2023, around 7:30 a.m., two suitcases carried by Chinese national Li Hang Sung, arriving on a Fly Dubai flight at Tribhuvan International Airport customs checkpoint, were inspected. Inside, 730 electronic cigarettes (vapes) packed in 73 cartons were seized.

Although these goods could have been imported commercially, they were found to be under the false billing (Jhiti Guntha) scheme, leading customs to confiscate the suitcases.

After preparing official seizure documentation, the suitcases were placed next to Chief Customs Officer Muktiprasad Shrestha’s office, and customs staff member Nasu Saroj Shrestha also took photographs.

It took more than a month to inspect the suitcases and take action; eventually, the items were dispatched to a warehouse, but customs reports still indicated the suitcases were at the passenger counter.

According to whistleblower employees, they initially did not suspect gold was concealed inside the vapes; the items were seized solely due to Jhiti Guntha commercial import violations.

At Tribhuvan International Airport’s terminal, customs has a check-post unit, checkpoint, and employee offices. The customs office, chief’s office, and warehouse are situated on a lower floor, and confiscated materials are typically sent there.

An evaluation committee chaired by Chief Customs Administrator Arun Pokharel valued the vapes at NPR 511,000, but no auction process was initiated.

Misconduct of Security Guard

Nirmal Bik is a security guard at airport customs and assisted in bringing the suitcases down from the terminal. After they were placed in the warehouse, he broke open a suitcase and examined its contents.

According to district court and commission details, Nirmal took one vape home, and while attempting to burn it, an accident occurred. When he showed the vape to a gold shop, the shop owner confirmed gold was inside. He then made gold jewelry and paid the rest of the gold’s value as wages.

Nirmal informed Bablu Gupta, who conducts auctions of customs goods, about the concealed gold inside the vapes. Bablu colluded with airport customs employees to deal gold sales and exchanged the vapes.

The seized goods were stored in the warehouse, where the vapes and concealed gold pieces were separated and sold; new vapes were purchased and replaced in the suitcases returned to customs storage.

Following the seizure, multiple phone calls were made to airport customs, with Rahul Mahara and former Speaker Krishna Bahadur Mahara pressuring to release the suitcases.

At that time, the employees were unaware of the concealed gold; Chief Arun Pokharel had instructed that the auction process proceed.

Bablu claimed the suspicious items attracted widespread attention, but pressure was applied to conduct the auction favoring their own interests.

Though X-ray scanning of the suitcases did not reveal anything initially, photographs taken by employees later uncovered that the vapes had been swapped.

When it became clear that the vapes in the suitcases had been exchanged, the employees summoned Nasu Rewant Khadka for clarification. Nasu denied involvement and was marked present in the digital attendance system.

An investigative committee, led by Chief Customs Officer Ambika Khanal, concluded the vapes had been swapped and submitted a report including formal statements.

Upon receiving the report, the department heads immediately instructed those involved, including Nasu, to recover the missing items and rectify the situation.

Rewant disclosed the vape swapping to Dinesh Basnet, who admitted the gold had already been sold and could not be recovered.

It was discovered that Dinesh earned NPR 10 million from selling the concealed gold inside the vapes, with NPR 6.5 million paid to representative Nasu Rewant Khadka.

The gold sale proceeds were deposited into accounts of Prerana Thapa and Lalita Bhandari, with Nasu reportedly receiving more than NPR 1 million, according to the charge sheet.

Nasu reportedly hosted a party at Sukute Resort funded by those proceeds but could not fully account for the remaining money.

According to Dinesh, the extracted gold amounted to nine kilograms, all of which was claimed to have been sold.

Dinesh testified he purchased land worth NPR 27.5 million in the name of his father-in-law, Ramkeshav Thapa, deposited some cash in the bank, and spent the rest.

Revelations from the Report

Following the report led by Ambika Khanal, it was confirmed that the vapes were swapped. Customs employees repeatedly pressured Nasu Rewant, who eventually admitted involvement.

The customs office officially requested the Crime Investigation Bureau (CIB) to begin their investigation, and Chief Arun Pokharel personally visited the CIB for this purpose.

Nasu Rewant Khadka stated in his testimony that he was arrested based on that written request.

However, delays in the police investigation occurred, with some police officers reportedly influenced, leading to a halt in the inquiry.

After public exposure, the CIB resumed their investigation and filed a fraud case on March 30, 2024.

Charges were filed against all involved in the gold smuggling, although attempts were made to weaken the case within the CIB.

Cases were not filed against the traveler and other key suspects, and former Speaker Mahara and his sons were not investigated.

Though the smuggling occurred during the previous government under Prime Minister Prachanda, it failed to reach political levels of accountability.

Investigations recommenced after the government changed, leading to arrests of some accused.

The District Court found Nasu Rewant Khadka and Dinesh Basnet guilty of gold theft and convicted them for criminal breach of trust.

Despite transactions exceeding NPR 60 million, the court recognized only NPR 30 million as the official loss.

Internal audits indicated that employees were involved in relocating the goods, which resulted in their sentence with imprisonment and fines.

Whistleblowers Face Charges

The gold smuggling whistleblowing was suppressed for a long time, but the CIAA last week filed corruption cases against 28 individuals, including those who initially reported the smuggling.

At the time of the incident, the chief customs administrator Arun Pokharel was abroad, and the complaint was registered once he returned. However, the commission has found them culpable as well.

After modifications, the customs office conducted X-ray examinations, but the police reportedly neglected proper investigation during vape inspections.

Evidence submitted in the district court revealed that the investigation led by employees concealed the gold smuggling.

The commission accused the whistleblowers of collusion, assigned ‘criminal responsibility’ to the department heads, and claimed they facilitated the buying and selling of gold within the vapes.

Department heads maintain they were unaware and unable to prevent the smuggling, asserting that all procedures were conducted transparently.

According to the District Court verdict, security guard Nirmal Bik stole a suitcase and informed smugglers, and he also provided information related to gold sales.

The theft of gold concealed inside the vapes was reportedly orchestrated under the plan of Deputy Secretary Muktiprasad Shrestha, with no CCTV installed in the warehouse, enabling the theft.

Customs Officer Ambikaprasad Khanal faces allegations of suppressing information and misreporting valuations.

However, the court’s ruling and documents do not fully validate all commission accusations and note that investigation began only after the customs office complaint.

Ultimately, the District Court found that the investigation into the staff responsible for the warehouse and their team started only after the airport customs office filed the complaint.

Government Decides to Appoint Revenue Employees and Treasury Controllers as Excise Officers Simultaneously

The government has decided to appoint employees from various levels of the Inland Revenue Department and the heads of 52 treasury and accounting controller offices as excise officers simultaneously. The Cabinet meeting stated that the appointment process of officers to handle excise-related duties under the Excise Act 2058 is a regular procedure. Case Filed in Cryptocurrency Transactions Worth Over NPR 136 Crore

Investigations revealed that he, along with Deepti Pokharel and Pravesh Ali, was involved in cryptocurrency transactions exceeding NPR 1.36 billion. The investigation, initiated following the arrest of Naresh Reule with NPR 1.53 million, exposed involvement in cryptocurrency transactions exceeding NPR 1.36 billion. On March 19, a team from the Kathmandu Valley Crime Investigation Office apprehended 31-year-old Naresh Reule from Samakhusi Chowk. Reule, a resident of Nepalgunj Sub-Metropolitan City–20, Sanjhana Chowk, was taken into custody after police received information regarding his cryptocurrency dealings. He admitted to police that he sought individuals interested in cryptocurrency trading and connected them with others.

Through Reule, police established contact with 32-year-old Deepti Pokharel of Lalitpur Metropolitan City–25, Nakhu. Reule informed authorities that he connected Deepti with 41-year-old Pravesh Ali from Medinipur Moyna Police Station, West Bengal, India, residing in Uttar Shrikant Gram. Reule also disclosed that Deepti had gone to meet a person named Iqbal to exchange USD 10,000. Subsequently, police arrested Deepti near Rednapul, Samakhusi, with NPR 1.53 million in her possession.

During the investigation, Iqbal was also apprehended from Ekantakuna, Lalitpur. Following his arrest, the mystery behind the cryptocurrency transactions unfolded. Police discovered through Iqbal’s Binance crypto trading account on his mobile device that transactions amounting to approximately NPR 1,368,045,580 had taken place. Iqbal, who had been living in Nepal for 28 years and operated a service company called ‘Alibaba Services’ in Samakhusi, was involved in cryptocurrency dealings exceeding NPR 1.5 billion.

All three detainees collaborated in conducting illegal cryptocurrency transactions. Although each accused blamed the others during their statements, police assert they acted in concert. The involvement of another individual named Anil Ghimire has also been reported. The identity and domicile of this person remain unknown. A case has been filed against him, and authorities have indicated that further charges will be pressed as more information becomes available.

NEPSE Implements Two Circuit Breakers and Round-the-Clock Order Placement Facility

The Nepal Stock Exchange (NEPSE) has introduced a system allowing investors to place buy and sell orders 24 hours a day, a facility approved by the Securities Board of Nepal. The board has also set new rules to limit NEPSE’s circuit breaker thresholds to 5 and 8 percent, which will suspend trading when these limits are reached. The Securities Board has approved the proposal after some modifications. According to a board official, “NEPSE initially proposed three circuit breakers, but the board decided to restrict them to two.”

The new guidelines are expected to make trading more accessible for Non-Resident Nepalis, according to the board official. Additionally, the High-Level Commission on Economic Reform had recommended allowing Non-Resident Nepalis to trade in the secondary securities market. Thus, the Securities Board has made some changes to NEPSE’s original proposals on circuit breakers.
